The Investment Unit within the Fund's Finance Department is seeking a qualified candidate for the function of Investment Officer/ Senior Investment Officer, with a specific focus on investment strategy/asset allocation. We expect to fill the position at the lower end of the grade band.

FIN's Investment Unit is currently responsible for all aspects of managing over USD 90 billion in Investment Account (IA) and Trust Investment Assets (TA). This includes the IA Fixed-Income Subaccount as well as multi-asset portfolios of the Endowment Subaccount and Poverty Reduction and Growth Trust. Day-to-day investment management activities for the IA and TA are handled largely by external managers while the recording of transactions is performed by a third-party investment service provider, which serves as the official book of records.

Major tasks include:

  • Conduct research and analysis for the development and design of investment strategies and preparation of requisite proposals.

  • Contribute to the design and implementation of investment policies and strategies, including investment benchmarks, guidelines, risk controls and periodic portfolio rebalancing.

  • Conduct external manager search processes including preparation of RFPs, negotiation of investment mandates and finalization of investment management agreements.

  • Oversee external manager performance, monitor quantitative and qualitative factors, and ensure that ongoing investments and related operations conform to relevant rules and regulations, investment guidelines, and risk controls.

  • Prepare and enhance investment performance reporting and risk measurement processes, including for performance and attribution, portfolio risk, and compliance monitoring, utilizing latest concepts in risk management and best practice.

  • Manage and implement investments with the BIS, including medium-term investments and deposits held as part of the liquidity portfolio of the trusts.

  • Coordinate investment strategy implementation and other investment activities with the Fund's other financial operations.

  • Identify and recommend opportunities to enhance internal processes for portfolio oversight, market monitoring and data management.

    Qualifications

    • The candidate must have an advanced University degree, or equivalent, in economics, business administration or financial analysis, supplemented by a minimum of four (4) years of relevant professional work experience is required; or a bachelor’s degree, or equivalent, supplemented by ten (10) years of relevant professional experience, is required. Alternatively, a minimum of two (2) years of relevant experience at grade A10, or equivalent, is required. Professional certifications such as CPA or CA, CFA, or FRM are highly desired.

    • Must have sound knowledge of investment portfolio theory and practice. Demonstrated expertise with time series analysis, portfolio optimization techniques, portfolio analytics, performance attribution methods, and risk measurement tools is required.

    • Must have proven quantitative and qualitative analytical skills in finance/investments, as well as excellent written and oral communication skills.

    • A demonstrated ability to examine and interpret data and assess their impact on investment decision-making is essential.

    • A solid understanding of a wide range of financial data across different asset classes, economic indicators, as well as of the SDR basket is also highly desirable.

    • Must also be a good team player with strong interpersonal skills and commitment to work in a team-oriented multi-cultural environment.

    • Experience in the investment arm of an official institution, central bank or international organization is highly desirable.

      This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015.

      It is expected that while the position is advertised at the full grade band, it will be filled at the lower level.

      A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
