Terms of ReferenceOn the occasion of the fortieth anniversary of the Cartagena Declaration on Refugees (1984), the Cartagena+40 process was launched in December 2023 within the Global Refugee Forum. The C+40 process, led by the Government of Chile with support of UNHCR as the Technical Secretariat, included three thematic consultations held in i. Mexico (Protection), ii. Brazil (Comprehensive Solutions) and iii. Colombia (a subregional consultation for the Caribbean and consultation of Displacement due to Disasters), respectively. The next stage of C+40 is the negotiation phase of the Declaration and Plan of Action of Chile which will be held in UNHCR's HQ in Geneva Switzerland, with participation of the Permanent Missions of Latin American and Caribbean countries accredited in Geneva, to be adopted in Santiago, Chile on 12 December 2024
The next stage of C+40 is the negotiation phase of the text of the Declaration and Plan of Action of Chile which will be held in UNHCR's HQ in Geneva Switzerland, with participation of the Permanent Missions of Latin American and Caribbean countries accredited in Geneva, to be adopted in Santiago, Chile on 12 December 2024. In this sense, the interpretation service (English-Spanish) is required during the negotiation phase to ensure that non-Spanish speaking countries can actively participate in the process and be duly informed on the discussions.

Concise and detailed description of activities, including measurable outputs and delivery dates, impact indicators (what qualitative and quantitative results would be achieved upon completion of individual contract), performance indicators (timelines, value of the service rendered in relation to the cost, timeliness) and work plan:
Within the Cartagena +40 Process, the interpretation service (English-Spanish) is required during the negotiation phase to ensure that non-Spanish speaking countries can actively participate in the process and be duly informed on the discussions.
• A total of 8 sessions are scheduled as per the below calendar:
• 03 September - 15:00 a 18:00 Start of the negotiation process
• 11 September -15:00 a 18:00
• 16 September -15:00 a 18:00
• 23 September -15:00 a 18:00
• 07 October -15:00 a 18:00
• 21 October -15:00 a 18:00
• 11 November -15:00 a 18:00
• 13 November-15:00 a 18:00 End of negotiation process

• Note that either of the November sessions could be rescheduled to 18 or 20 November. In addition, should a session need to be rescheduled, the interpreter shall be previously informed and in the case that s/he cannot personally provide the service, s/he will be in charge of finding a replacement with no additional cost to the honorary agreed in the contract.
