I. INTRODUCTION

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.

MSF International is the legal entity that binds together MSF’s 26 Institutional Members of which 24 sections, and other offices such as Branch Offices and Satellites. MSF International provides coordination, information, and support to the MSF movement, and implements international projects and initiatives as requested.

Within MSF International, the International Office (IO) is the Secretariat of MSF International Board and is under the direct management of the Secretary General.


II. GENERAL OBJECTIVE

The IFSA will work under the supervision and the coordination of the International Finance Coordinator (IFC). The IFSA position seeks to:

Produce the monthly international financial report, Compile data and prepare analyses for monitoring the Resource Sharing Agreement (RSA), which is the global financial framework of MSF, defining financial flows between MSF entities, Produce ad-hoc analyses (e.g. Emergency funds allocations, HR costs, forex exposure, procurement…), and Develop and maintain a data repository of financial information accessible to all sections.


III. MAIN RESPONSIBILITIES

i. Coordinate the production of regular reports - private income, monthly financial report, RSA4 monthly updates

The IFSA coordinates the production and shares the monthly international financial report package, with the support of the IFC and involvement of other stakeholders (international fundraising coordination, reporting entities, …). To do this, the IFSA:

Plans the reporting calendar,Ensures SAP and other monitoring tools are ready for data entry by all entities and maintains the reports up to date in the tools,Supports users to provide data in the expected format by issuing general guidance or supporting individual users. This also includes orienting new users in the entities,Monitors timeliness of input and work with laggards, Verifies data quality by ensuring compliance with reporting standards and reconciling with other data sources if and as, Processes data to issue reports, Reviews results, prepares communication with key take-aways from the review, Supports the preparation of communication by others on the results, and Archives the reports and ensures they are accessible by stakeholders, Maintains the tools and proactively suggests improvements on tools and processes.

ii. Coordinate the production of non-regular reports - RSA Check-in reports, Emergency fund allocation, RSA4 Accountability report, Combined operational budgets, other specific reports

The IFSA will coordinate the production and share other non-regular reports, with the support of the IFC and involvement of other stakeholders (international fundraising coordination, FinOps, reporting entities) . To do this, the IFSA:

Contributes to the design of input process and form (if and as needed), Designs technical steps to be able to process the data, Supports users to input data in the expected format by issuing general guidance or supporting individual users, Monitors timeliness of input and works with laggards, Verifies data quality by ensuring compliance with reporting standards and reconciles data with other sources as needed, Processes data to issue initial, intermediary, or final reports and reviews results, Contributes to or carries out analysis (e.g. highlighting trends, explaining variations and identifying risks and opportunities), Prepares or helps prepare communication on the contents and implications of the report, and Supports the preparation of communication by others on the same (e.g., presentations to FASC or CoreExCom), and Archives the reports and ensures they are accessible by stakeholders,

iii. Ensure that conditions are set to ensure stakeholders are provided with useful and timely reports

To do this, the IFSA:

Continuously improves all aspects of reporting processes (data entry, data reliability, data processing, analysis, communication….), Develops and maintains guidance for data input, orients and supports providers of data, Ensures that the systems used to input and process data work properly. Liaises with technical support as needed, Ensures that reports or data entry forms are easily accessible and that the stakeholders do have access and know where and how to find them on Pamoja/Teams, and Contributes to the assessment and/or the development of improvements in the reporting delivered by the International Finance Team as a whole (Technical improvements, Analysis, Communication of results).

iv. Other responsibilities and activities:

The IFSA

Supports the International Finance Team in the communication / coordination of duties and helps ensure proper communication on international activities or, as needed, Participates in team meetings (International Finance Team, International Office) and planning exercises, Takes on other responsibilities in line with job responsibilities in agreement with IFC.
