Work LocationMbabane Office Expected duration29 days Duties and ResponsibilitiesThe position is based in the Eswatini Resident Coordinator’s Office (RCO) in Mbabane. However, some tasks can be performed remotely, depending on a mutual agreement with the UN Resident Coordinator’s Office (UNRCO). The International Consultant will work independently, while closely coordinating with the UN Country Team (UNCT), the government, and other key stakeholders to ensure diverse perspectives and needs are incorporated into the drafting of the 2026 -2030 Cooperation Framework. The duties and responsibilities of the International Consultant will include: a. Undertake a desk review and develop an Inception Report outlining the consultant’s approach, action plan, and timelines in line with the existing 2nd Generation CF 2026-2030 Roadmap (Virtual and in country). b. Support the Government-UN Joint Taskforce to develop a comprehensive Results and Resources Framework (Virtual). c. Lead the drafting of the UNSDCF 2026 – 2030 including all the required annexes (In country). d. Participate in regular and ad-hoc virtual meetings, teleconferences, and discussions with the UN Resident Coordinator, UN RCO, UNCT, the Joint CF results group, Programme and Policy Support Group (PPSG), Gender and Human Rights Technical Working Group (GHRTWG), UN subject experts, government officials, and other stakeholders involved in designing the CF 2026 – 2030 (Virtual). e. Coordinate with the RCO to liaise with the Africa Regional Development Coordination Office (DCO) team, for additional inputs, and incorporate feedback into various processes as necessary (Virtual & in-country). . f. Develop presentations or other visualization products to communicate key elements of the Cooperation Framework (Virtual). The position will be under the direct Supervision of the Head of Office, PPSG Chair of UNCT and Resident Coordinator. Qualifications/special skills· Advanced University degree in international development, economics, social sciences, or related field Excellent writing and analytical formulation skills with demonstrated experience in preparing strategic and programming documents or similar analytical documents is required At least 10 years of experience in the facilitation of the CF consultations or other strategic programmatic exercises using foresight analysis or any innovative approaches. Knowledge of UN role, UN reform process and UN programming at the country level, particularly strategic programming Familiarity with the 2030 Agenda and SDG-related processes. Strong understanding of the development and political context and working experience in Southern Africa or a closer region. Good communication skills, (verbal and written) and experience in writing and preparing similar documents. LanguagesFluency in spoken and written English is required.
