Work LocationSIERRA LEONE Expected duration5 MONTHS Duties and ResponsibilitiesThe Economic Commission for Africa's (ECA) mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 Agenda and 2063. The mission will be guided by ECA's five strategic directions which are: advancing ECA's position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent's problems and take local solutions to the continent; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa's position at the global level and developing regional responses as a contribution to global governance issues. The Sub-regional Office for West Africa (SRO-WA) is located in Niamey (Niger). It is headed by a Director who reports to the Deputy Executive Secretary (Programme). Its main objective is to contribute to achieving structural transformation for inclusive and sustainable development in West Africa, focusing on demographics dynamics for development. It is divided into two main sections: Demographic Dynamic for Development Section (DDD) and Sub regional Initiative Sections (SRI). The Senior Economic Affairs Officer, Chief of section DDD reports to the Director. Under the supervision of the Director of the ECA Sub-Regional Office for West Africa, the selected consultant will support UNECA’s initiatives to enhancing DRM in Sierra Leone and Nigeria. The assignment is structured in two phases: Phase 1: Assessment ECA and the senior technical officer, designated by the Minister of Finance, will co-lead and coordinate. The consultant will support this phase by participating in meetings with tax authorities and the pertinent ministries and providing technical inputs on relevant areas and enhance the analysis of the tax administration and policy in each country. Phase II: Tax reform proposals and implementation support Informed by findings from the assessment, the consultant will design targeted reform recommendations for each country in partnership with UNECA and national authorities. The consultant will furnish technical input in the prioritizing and possible execution of reforms for each country. The consultant will support in providing substantial technical support for each of the two countries in partnership with UNECA and national authorities. Deliverables Phase I: Assessment (Led by UNECA and Ministry of Finance, supported by consultant) An assessment report A thorough diagnostic report describing the tax administration and policy landscape while describing the major bottlenecks and opportunities in the two target countries. Responsibility: Led and coordinated by UNECA and Ministry of Finance, with technical input from the consultant Phase II: Tax reform proposals and implementation support (Led by the consultant, coordinated with UNECA) Reform priorities and execution plans: Based on the assessment results, tax reform suggestions and implementation plans tailored to the two selected countries. Responsibility: Developed by the consultant in collaboration with UNECA and relevant national authorities. Technical assistance interventions: Implementation of at least one substantial reform program for each of the selected countries. Responsibility: Led by consultant, with UNEAC’S overall coordination and leadership Qualifications/special skillsThe consultant must possess a master's degree in economics, taxation, public policy, public administration, business administration or a related field. A bachelor's degree in combination of additional two years of experience could be used instead of a master's degree. A senior consultant with a minimum of 8 years relevant experience in tax policy and tax administration.
