Purpose of consultancy

To develop digital health enterprise architecture for SE Asia Region countries, particularly, Bangladesh, Nepal, Maldives and Timor-Leste

Background 

The transformative nature of digital technologies for health is undeniable. Health systems recognizes that digital health technologies are critical for accelerating progress towards the achievement of the Sustainable Development Goals and Universal Health Coverage. Countries in the South-East ASIA Region are harnessing the power of digital technologies and solutions to expand health service delivery, coverage, and access.

However, with the rapid increase in the use of digital technologies, there is a critical need to ensure digital health technologies are implemented in a strategically harmonized manner, leveraging key technology, leadership, and governance principles of digital health enterprise architecture to achieve the goal of health and well-being for all.

The World Health Organization, Regional office for South-East Asia is providing technical leadership support to strengthen countries’ digital health transformation by leveraging the full potential of digital health to achieve UHC and other health-related SDGs, while safeguarding the privacy, individual safety, and security of their population in consistence with international human rights obligations.

SCOPE OF WORK

Under the overall supervision of the Director, Department of Health Systems Development (HSD), and under direct supervision of the Regional Adviser for Digital Health and (RA-DH) from WHO SEARO, the consultant will perform the following duties:

• Support the implementing of Digital Public Goods (DPGs), norms, and standards, in coordination and close collaboration with the three levels of WHO, Ministries of health, national stakeholders and global partners.
• Provide guidance on applying an architecture framework that improves data systems use of interoperability standards and to foster cybersecure health information/data exchanges.
• Provide guidance to countries on how best to accelerate scaling up and sustainability of digital health technologies and solutions.
• Provide technical support to strengthen countries’ digital transformation activities that can accelerate scaling up of sustainable digital health technologies and solutions.
• Build workforce capacities in health data leadership and governance.
• Support the development of communication strategies, content, and dissemination materials related to digital health and be ready to provide regular updates on the Region’s progress on digital health and innovations.
• To perform any other tasks assigned to support countries in SE Asia Region meet the digital health-related workplan deliverables and activities.

   

  Deliverables

  • Working with SEAR/HSD/DH Unit for 90 days in a period of 6 months, the Consultant will engage in multiple tasks upon request which involve:
  • Mapping the current SE Asia countries situations and capacity building initiatives under their national digital health strategy.
  • Providing guidance to countries in devising a workplan of resources and skills required in developing and implementing digital health enterprise architecture framework, User guides, SOPs, trainings, briefings, recommendations to support digital health governance, programme management, standardization and interoperability, capacity building, and implementation of relevant policies and regulations.
  • Providing technical support in accelerating and scaling up of sustainable digital health technologies and solutions.
  • Developing a policy brief on the digital health implementation roadmap in SE Asia countries
  • Developing capacity building materials (including presentations) and conducting workshops on the principles of digital health, digital health enterprise architecture framework, interoperability standards, data exchange protocols, security and privacy, and the implementation of relevant policies and regulations.

     

    Qualifications, experience, skills and languages

     

    Educational Qualifications:

    Essential: Advanced university degree in business/management economics, computer sciences, information management (in public health), Information and communication Technology (ICT), or a related field.

    Desirable: Advanced qualification in public health informatics, health management information systems, e-governance, standard digital governance (e.g., ERP, COBIT5), enterprise architecture (e.g., TOGAF, Gartner), or programme management (e.g., PRINCE2, PMP) techniques.

    Experience

    Essential:

    • Over 10 years of relevant experience in the implementation of digital technologies and innovations in the public sector of which considerable experience should be in field of digital health strategy development or implementation of digital transformation at the national and subnational level.
    • At least 10  years of direct experience of coordinating or leading the implementation of a digital health and innovation programme, particularly in Member States of WHO South-East Asia Region.

      Desirable: Working experience with the UN agency, other multi-or bilateral development agencies or an international nongovernmental organization in low- and middle-income countries.

       

      Skills/Knowledge:

      • Proven technical competencies and leadership in digital technologies and digital health.
      • Concrete skills to research and synthesize digital health advances in the global landscape of digital health technologies and innovation.
      • Excellent verbal and written communication in English.
      • Excellent ability to communicate complex technical details to decision and policymakers.
      • Excellent planning/organization skills.
      • Ability to engage and communicate effectively and diplomatically with internal stakeholders and external partners.

        Languages and level required (Basic/Intermediate/Advanced):

        English language competent in (reading/writing/speaking)

        Within the SE Asia Region

        Purpose: Digital health technical support

         

        Remuneration and budget (travel costs are excluded):

        • Remuneration: Band Level C: Daily remuneration of USD 625 (subject to, education and experience of the selected candidate as per requirement of the final ToRs).
        • Living expenses: Per diem will be paid as per WHO rules applicable to international consultant for travel.
        • Expected duration of contract (tentative): 90 days in a period of 6 months
