Purpose of consultancy
To develop digital health enterprise architecture for SE Asia Region countries, particularly, Bangladesh, Nepal, Maldives and Timor-Leste
Background
The transformative nature of digital technologies for health is undeniable. Health systems recognizes that digital health technologies are critical for accelerating progress towards the achievement of the Sustainable Development Goals and Universal Health Coverage. Countries in the South-East ASIA Region are harnessing the power of digital technologies and solutions to expand health service delivery, coverage, and access.
However, with the rapid increase in the use of digital technologies, there is a critical need to ensure digital health technologies are implemented in a strategically harmonized manner, leveraging key technology, leadership, and governance principles of digital health enterprise architecture to achieve the goal of health and well-being for all.
The World Health Organization, Regional office for South-East Asia is providing technical leadership support to strengthen countries’ digital health transformation by leveraging the full potential of digital health to achieve UHC and other health-related SDGs, while safeguarding the privacy, individual safety, and security of their population in consistence with international human rights obligations.
SCOPE OF WORK
Under the overall supervision of the Director, Department of Health Systems Development (HSD), and under direct supervision of the Regional Adviser for Digital Health and (RA-DH) from WHO SEARO, the consultant will perform the following duties:

Qualifications, experience, skills and languages
Educational Qualifications:
Essential: Advanced university degree in business/management economics, computer sciences, information management (in public health), Information and communication Technology (ICT), or a related field.
Desirable: Advanced qualification in public health informatics, health management information systems, e-governance, standard digital governance (e.g., ERP, COBIT5), enterprise architecture (e.g., TOGAF, Gartner), or programme management (e.g., PRINCE2, PMP) techniques.
Experience
Essential:
Desirable: Working experience with the UN agency, other multi-or bilateral development agencies or an international nongovernmental organization in low- and middle-income countries.
Skills/Knowledge:
Languages and level required (Basic/Intermediate/Advanced):
English language competent in (reading/writing/speaking)

On site: SEARO/New Delhi

Within the SE Asia Region
Purpose: Digital health technical support
Remuneration and budget (travel costs are excluded):
