The International Monetary Fund (IMF) Secretary's Department (SEC) is looking to hire an Institutional Affairs Officer (Human Resources) for its Management Engagement Division (SECME).

Under the direction of the Division Chief and Deputy Division Chief, the Institutional Affairs Officer is charged with ensuring responsive and consistent delivery of high-quality human resources services to the 25 Offices of Executive Directors (OED). This role requires working within a collaborative team in the SECME Division and providing expert guidance to OED personnel on the implementation of HR and other administrative rules frameworks that govern the operations of the OEDs. The Institutional Affairs Officer will play a key role in troubleshooting and managing escalation of complex cases within the team; monitoring and evaluating the OED HR service delivery and quality, including ensuring timely and effective coordination with other departments; and ensuring the accuracy and relevance of OED HR information resources and records.

Duties and Responsibilities

  • Apply institutional HR and other Fund relevant policies and best practices to resolve complex situations. Conduct direct and confidential liaison with OED personnel at all levels on complex/non-routine HR and employment issues. Under the guidance of SECME supervisors, develop proposals for resolution, drawing on thorough research of precedents, knowledge of relevant OED HR and Fund policies and practices, and consultations with counterpart departments. Liaise with the Fund Immigration Consulting Firm and State Department to ensure accurate and responsive service delivery to Executive Board members and their families through the Office of Foreign Missions.
    • Implement proactive, consistent, and robust risk management and quality control of SEC administration of employment actions and benefits for Executive Board Members. Ensure timely and accurate administration of relevant benefits and other human resources frameworks by the OEDHR team. Continuously monitor accuracy, consistency and timeliness of actions in Fund HR and other IT systems required to begin, change, and end IMF employment, provide IT system access rights, and enroll and exit from Fund benefits. Identify anomalies and logjams and work proactively with ITD and HRD to resolve these matters swiftly.
