The IMF’s African Department (AFR) is looking for a motivated, technically strong and innovative thinker to join as Information Management Officer/Sr. Information Management Officer to help coordinate the data management activities in the department. Having clean, reliable and organized data is the backbone of being able to deliver quality economic analysis and policy advice to IMF member countries. The Information Management Officer (IMO) responsible for data management will therefore play a crucial role, championing the adoption of new tools and more efficient technologies, and fostering a good practice data management culture in AFR.
The selected candidate will work, under the guidance and supervision of AFR Advisor (Data Management Lead covering data issues) in AFR's Front/Immediate Office on the following tasks:
Support senior staff by providing advice on the development and strategic direction of data management policies and practices in AFR and the IMF.
Manage the implementation of data management projects in AFR, consistent with the Fund’s Data Management Strategy, and ensuring data quality and integrity. This includes contributing to the development and enhancement of data management and visualization tools; and assisting in leveraging advanced analytical methods such as machine learning and statistical modeling to improve data quality and collection.
Promote best practices in data and information management, by providing support and guidance on practices and procedures to AFR country teams.
Help foster a strong and skilled community of research analysts in AFR, including coordinating data management related training(s) for and regularly interactions and meetings with RAs on such issues.
Build relationships across AFR, as well as with counterparts in the Statistics (STA) and Technology (ITD) departments, as well as with IMOs in other departments, to monitor and influence the development and adoption of data management practices and tools.
Any other project or assignments, as directed by the supervisor.
Master’s degree, or equivalent, in information technology/systems, computer science, statistics, finance, mathematics, economics, or a related field study; or a bachelor’s degree, or equivalent, in a related field of study, supplemented by a minimum of six years of relevant professional experience, is required. Alternatively, a minimum of two years of experience in a related position at grade A8, or equivalent, is required.
The successful candidate should have strong skills in data visualization, statistical modeling, econometrics, and machine learning, including knowledge of STATA, SAS, R, MATLAB, Python, and SQL.
Candidates should have knowledge of economic data management lifecycles, including data collection, analysis, warehousing and dissemination.
The ability to quickly grasp how new technologies work and how they might be applied to achieve business goals is important.
In addition to strong technical skills, the selected candidate must also have excellent interpersonal and organizational skills, sound written and oral communication skills, as well as an ability to lead small teams.
This is a one-year contractual appointment. Contractual appointments at the IMF may be renewable for up to four years of cumulative contractual service, pending incumbent's performance, budget availability, and continuous business need.
It is envisioned that while this contractual position is advertised at the full grade band, it will be filled at the lower level.
