Terms of ReferenceThe Mixed Movement Learning Programme (MMLP) was initially developed in 2016 to meet the learning needs at that time. At its core was the \"10-Point Plan in Action,\" which served as a framework for mixed movement responses. The MMLP programmed was designed with a blended learning approach incorporating self-study, webinars, workshops, and a final assignment. Since the launch of the MMLP, several regional learning programs were organized, the last of which was held online for the East and Horn of Africa, and the Great Lakes region (EHAGL) in 2021. The following summarizes the feedback and observations gleaned from the above regional learning programmes, focus group discussions and key informants involved in the parallel development of a Mixed Movement Toolkit:
• The current structure of the MMLP is overly theoretical.
• More operational guidance, particularly those related to the route-based approach and developments since the creation of the MMLP, must be incorporated in learning initiatives related to mixed movements. This includes recent internal documents, guidance papers, and thematic tip sheets
• Instead of creating overly detailed modules, the program should provide foundational knowledge and direct learners to other thematic e-learning resources (e.g., Trafficking and Smuggling in Persons, Detention, Protection at Sea, etc.) This will prevent content duplication and allow users to access targeted learning materials without being overwhelmed by excessive theoretical details.
• The revamped programme should also incorporate key areas such as resource mobilization, donor relations, data collection, and information management. Additionally, the understanding of challenges in mixed movements have evolved and need to be factored into any new learning intervention. Considering the foregoing, the Division of International Protection (DIP) in collaboration with the Global Learning & Development Centre (GLDC), seeks to incorporate the above expressed learning needs and recommendations during the review and revamp of the MMLP. The overarching objective is to balance theoretical with practical content, provide targeted learning solutions, and ensure that UNHCR staff are better equipped to address the evolving challenges in mixed movement contexts. By linking to existing resources and frameworks, the programme will avoid duplication and remain focused on its core objectives, while adapting to the dynamic nature of mixed movements and protection challenges.

Learning Audience Analysis comprising of a desk review, survey and gathering information from key informants. The deliverables expected include:
• Delivery of an inception report (workplan)
• Delivery of a report on identified learning needs as well as areas in need of further inquiry in a Learning Audience Analysis on mixed movements.
• Identification and documentation of interlinkages between other directly relevant learning initiatives with the proposed revamp of the MMLP to draw upon synergies and eliminate duplicity
• Supporting GLDC in drafting a Learning Audience Analysis
• A final report.
