Result of ServiceThe assistance of an Individual Contractor (IC) is requested to provide financial and administrative support to the FMO and the Mitigation Branch Admin Team. The IC will provide support in the maintenance of the Implementing Partners grants management database and budget- related issues, preparing and updating periodic reports in these areas, validating expenditure statements, reviewing legal instruments and providing technical support for Umoja 2 and Excel. Work LocationParis, France Expected durationFull-time Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Mitigation Branch located within the Climate Change Division, supports developing countries to improve energy efficiency and increase use of renewable energy as part of their efforts to achieve low-carbon and climate-resilient development pathways. It does so by providing guidance on sound policy, technology and investment choices, and by facilitating knowledge generation and sharing, capacity building, peer learning and through technical assistance to developing countries. Under the guidance and supervision of the FMO, the IC will: 1. Act as key point of contact for all legal agreements, including MoUs, SSFAs, PCAs, Donor Agreements, UN to UN agreements, ensuring all regulations and rules are followed and submissions are accurate. Managing the workload between the Admin team to ensure timely review and signature. Working directly with Program Officers and liaising directly with the Legal team where necessary. 2. Manage the process of Grant creation, amendment and setting to operational within the Umoja system to support the donor agreement creation and activation. 3. Act as main contact between UNEP and IMEO Implementing Partners to support Legal Agreement creation. Manage weekly meetings to ensure timely completion of Legal Agreements and Admin support to the IMEO team. 4. Take the lead in supporting legal agreement support to UNEP CCC, manage weekly meetings to ensuring that the team complete work-packages to transfer funds between UNEP and UNOPS in a timely manner. Manage the creation of contributions through UN to UN, Donor Agreements and Exchange of Letters and also ensure timely completion of SSFAs and PCAs 5. Maintain and track excel-based Umoja 2 tracker, and provide technical support in updating syntax where necessary; 6. Take the lead to manage the workflow of the Program Management Assistants to create Grantor Programs, Applications and Agreements in Implementing Partner Module for all countersigned Implementing Partner Agreements, and ensure that the process of obligating contracts, making payments and filing claims are completing in a timely manner. Working directly with Program Officers, the FMO, and financial assistants. 7. Manage and constantly refine the process to issue payments, monitoring and recording expenditures from implementing partners against budget allocations; 8. Manage the mid-year and year-end financial reporting process validation and keying of expenditure reports and reporting of accruals process; 9. Oversee the maintenance the branch database, for all legal instruments; 10. Ensure that an update on the Grants Management Database is sent out on a monthly basis to ensure timely management of current and closing agreements; 11. Respond to requests from both External and Internal Auditors ensuring timely collation of information for all requests – working closely with Program Officers, Admin members and FMOs of both Mitigation Branch and UNEP CCC.. 12. Provide training, support and workflow management to the team regarding Legal Agreements, Implementing Partners Module and Work Packages. Identify any gaps in knowledge and provide additional training where necessary. 13. Assist in maintaining and keeping up-to date electronic and hard-copy files for all contracts and Projects; 14. Provide ad hoc support to the administrative team. The individual contractor should have knowledge and previous experience on the following aspects: • Administration of UN financial documents and contracts. Background in finance an asset; • Excellent computer skills using SAP (Umoja), Excel, MS Office Suite and database software • Excellent organizational skills and attention to detail; ability to work as part of a team. Qualifications/special skillsCompletion of secondary education or equivalent is required. A minimum of five years work experience in the fields of Accounting, finance, programme or project administration or related area is required.
