UN Women’s India Country Office, based in New Delhi, India, works to accelerate the advancement of gender equality and the empowerment of women through the strengthening of strategic partnerships, technical and policy advisory services and advocacy with governmental, inter-governmental and civil society partners. In addition, UN Women India CO is charged with leading and coordinating the UN system’s work on gender equality, including through ensuring accountability for results.

Under the overall guidance and the direct supervision of the Operations Manager, the ICT Analyst leads and manages ICT services in the India Country Office (ICO), implements ICT management systems and strategies, provides daily technical support to users of information management tools and technology infrastructure. The incumbent is responsible for review and advice on the use of new technologies that will enhance the India CO productivity.  The ICT Analyst promotes a client-oriented approach.

Functions:

Implement ICT strategies and new technologies in accordance with corporate information management and technology standards, guidelines and procedures:

Provide inputs to the development and review of internal ICT policies and procedures as required;  Provide inputs to the ICT annual work plan and ICT annual procurement plan for the office; Provide IT support in the use of Quantum (UN WOMEN’s implementation of PeopleSoft ERP) functionality for improved business results and improved client services; Implement policies related to Software upgradation to India office as per guidance from ICT at HQ.

Ensure effective functioning of the India Country Office hardware and software:

Install, test operate, and maintain all India Country Office hardware equipment. Provide advice on the acquisition of hardware supplies, Make routine repairs and change of hardware electronic components; Plan, test, install and maintain all communication systems including mobile and satellite phones. Install commercial and in-house developed software and related upgrades, anti-virus programmes; Maintain an up-to-date inventory of the software and hardware; Custodian for management of office ICT equipment.

Ensure efficient networks administration:

Monitor the network connection on a daily basis to ensure stable and responsive network environment; Configure network printers and provide user access as required; Configure laptops with corporate image provided by ICT in HQ Trouble-shoot and monitor network problems; respond to user needs and questions regarding network access; Liaise with UNDP to trouble-shoot and monitor network problems; respond to user needs and questions regarding network access Implement backup and restoration procedures for local drives; maintain backup logs; organize off-site storage of backups; Maintain measures for business continuity and disaster recovery processes and procedures including backup and restoration of server Liaise with other UN agencies or venders to Manage Local Area Network (LAN) in accordance with UN Women requirements 

 Manage web management services:

Maintain the India Country Office SharePoint site and create, design /update the site as per the requirements of the unit. Guide and advise staff in uploading office documents on the SharePoint. Responsible to provide access to the staff on the SharePoint as per request.

Provide helpdesk functions effectively and efficiently:

Respond to technical problems/requests reported by the users and resolve at the earliest. Diagnose the problems and taking corrective action. Replace/repair the faulty hardware equipment as per the requirement also providing technical support to consultants deputed outside the office remotely. Check the servers and ensure that the local area network (LAN) is in working condition. Maintain records for issuance of notebooks, data cards and cameras and other IT equipment  Installation of new computers, printers, and other related equipment as and when required. Regularly monitor and ensure that the one drive is properly configured on user’s laptop and data is synchronizing on to the cloud. Coordinate with vendors for technical and billing related issues Ensure the server data is backed up on a daily basis. Check and ensure that the internet is working properly. Make sure that the network printers are accessible from the workstations. Installation, upgradation and debugging of the issues with the standard software packages e.g. Microsoft Office 365, being used at UN Women India. Create user identifications, assigning rights and permissions on the local server.

Provide technical and administrative support regarding ICT issues:

Provide technical support in the procurement of new ICT equipment for the India Country Office, provide technical specifications and information on best options in both local and international markets, review quotations and bids that might enhance the efficiency of the organization. Maintain inventory and stock of supplies and spare parts in cooperation with the Procurement Unit; Process ICT equipment registration and disposal in QUANTUM asset module, support to the physical inventory verification exercise by checking the accuracy of records and location of property and prepare inventory reports as required;  Host/Provide IT support for webinars, Skype calls, video, and teleconferences virtually and physically as per the requirements.  Ensure renewal of annual maintenance contracts (AMC) for the laptops, printers, CCTV and other IT equipment. Processing of the IT related payments. Technical evaluation-participate in the technical evaluation for websites/web applications and their hosting. Participate all the ICT meetings/trainings organized by HQ periodically. Provide ICT support to key events. Management of general procurement mailbox related to RFQ.

Provide technical support and advice to India Country Office, and Programme Presence staff:

Diagnose, evaluate, and prioritize requests for assistance from staff in RO/COs/ Programme Presence offices experiencing problems with hardware, application software, operating systems, networking and other computer related issues; Liaise with ICT Team in HQ for support and guidance; Meet all ICT on-boarding requirements for new personnel.

Facilitate knowledge building and knowledge sharing in the India Country Office:

Identify and promote different systems and applications for optimal content management, knowledge management and sharing, information provision;  Contribute to the organization of trainings for the India CO staff on ICT issues;  Synthesize lessons learned and best practices in ICT.

Functional Competencies:

Education and Certification:

A master’s degree in Information systems, Computer Sciences, Electrical Engineering or other related field is highly desirable; A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree; Relevant certification in IT Security is highly desirable.

Experience:

A minimum of 5 year of progressively responsible experience in the implementation and administration of large-scale network, hardware/ software, ICT infrastructure and Telecommunications is required;  Experience in IT security is required: Experience in Microsoft Office365, Azure and SharePoint is highly desirable: Experience in business intelligence tools is highly desirable such as PowerBI, or any other tools.

Language Requirements:

Fluency in English and Hindi languages is required. Working knowledge of another official UN language is an asset.
