NRC currently has more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria . As a leading humanitarian organization, we support displaced persons by implementing programmes across the Shelter, Education, Food Security, Information Counseling and Legal Assistance (ICLA) and Water, Sanitation and Hygiene (WASH) sectors with strong protection and resilience focus integrated into our programmes.
The Syrian Crisis is in its tenth year, but the level and intensity of conflict in the country remains high. Humanitarian and protection needs are overwhelming. According to OCHA, 11.1 million people are in need of humanitarian assistance inside of Syria and millions have been forced to flee. Approximately 6.1 million people in Syria are living in protracted displacement. Most IDPs have sought refuge with host families and in abandoned or unfinished buildings, which are often overcrowded. Elsewhere, they reside in tents or makeshift accommodation in informal settlements and camps. 3.7 million school-aged children are in need of support and 2.1 million are out of school and disconnected from learning and their peers.

Duties and Responsibilities

The Humanitarian Access Coordinator position supports principled programme design and implementation by providing analysis and operational to ensure sustained and quality access. The following is a brief description of the role. The following is a brief description of the role:

Generic responsibilities:

  • Ensure adherence to NRC policies, guidance and procedures.
  • Contribute to the development of SRO access strategies in coordination with critical interfaces at Country Office (CO), Area Office (AO), and Field Office (FO) level.
  • In collaboration with the Protection Advisor, support HSS staff in liaising, negotiating and ensuring access from relevant local authorities and other key stakeholders.
  • Develop and continuously update sound stakeholder analysis and access network for areas where NRC is or is planning to implement programme activities.
  • In close coordination with the HSS manager, report on context and conflict trend analysis.
  • Expand and maintain NRC’s network of relevant contacts through direct liaison as well as strategic support to stakeholder engagement.
  • Continuously monitor and evaluate the political, social, security and humanitarian situation for developments affecting humanitarian access, to inform NRC’s response.
  • In close collaboration with the HSS Manager and with the technical support of the Global Access Adviser, define and implement technical direction and ensure high technical quality of access components projects.

Qualifications

  • 3 to 5 years of experience with a satisfactory performance in the same or similar functional area preferably with UN or NGOs.
  • Previous experience from working in complex and volatile contexts.
  • Documented results related to the position's responsibilities.
  • Technical expertise in humanitarian access.
  • Demonstrable technical knowledge of and experience managing and/or advising on humanitarian access.
  • Knowledge about own leadership skills/profile.
  • Previous experience in remote management.
  • Fluency in English, both written and verbal.
  • Bachelor degree.
  • Advanced computer skills.
  • Analytical-minded and able to read political /reference maps.
  • General understanding of humanitarian work and PCM.

Context related skills, knowledge and experience

  • Experience in liaising with communities and authorities as well as NGOs.
  • Experience of assessing political, social and security situations in the country.
  • Fluency in Arabic.
  • Familiar with local culture, politics and geographical areas Strong interpersonal skills, including capacities to negotiate with non-government stakeholders.

Additional Information

-Contract period: 12 months (renewable)
-Salary/benefits: According to NRC’s salary scale and terms and conditions
-Duty station: Amman, Jordan, with 30% travel within Syria Response Office area of operations
