II. Organizational Context
This position is located in the Regional Office for Central America of the High Commissioner for Human Rights in San Salvador, El Salvador. The National Officer will be under the direct supervision of the OHCHR Deputy Representative and will work in coordination with the Senior National Human Rights Officer in El Salvador.
Main duties
Within delegated authority, the Human Rights Officer will be responsible for the following duties:
- Contributes, plans and coordinates activities related to thematic and country mandates on human rights, including from a gender perspective.
- Conducts substantive research and analysis of human rights issues/events and assesses their impact on the human rights situation in assigned region or country.
- Collects and analyses human rights data and indicators in country/region of assignment, including gender-specific data and indicators.
- Contributes to ensure human rights issues, including their gender equality dimensions considerations, are integrated into political, humanitarian and economic efforts and programme.
- Defines work plan for area assigned in accordance with established terms of reference.
- Technical support to the country military and police to develop and implement a training program in the field of human rights, international humanitarian law, democracy and the rule of law, with attention to gender perspectives.
- Represents UN human rights programme at working level meetings assigned by the Regional Representative/Deputy Regional Representative.
- Directs capacity-building efforts on human rights in region/country of assignment.
- Writes a variety of reports, communications, briefings, statements, etc., including to policy-making bodies.
- Prepare preliminary versions of speeches, presentations and communications issued by the Representative of the Regional Office.
- Performs other related duties as required.
IV. Impact of Results
The key results have an impact on the delivery of OHCHR Regional Office work plan / El Salvador Project Office, in particular regarding the ability to contribute to the Office’s assessment of the human rights situation on the ground. Contributes to the identification of human rights issues/problems, including their gender dimensions, through good research and analysis and timely preparation of reports, etc; participates in developing a course of action that offers some prospect of alleviating immediate and long-range problems; demonstrates effective interaction with colleagues and other concerned parties internally and externally.

Education:
- Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- A minimum of five years of progressively responsible experience in human rights, political affairs, international relations, law or related area.
Desirables:
- Experience working in transitional justice, experience in the use of the UN human rights mechanisms and the follow-up of their recommendations.
- Demonstrate experience in dealing with key stakeholders, particularly governments, human rights defenders, congresspersons, national human rights institutions, international community, and NGO’s.
Other skills:
- Experience in the use of computers and office software packages and handling of web-based management systems.
- Basic knowledge of Word, Excel, and PowerPoint.
Language Requirements:
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written Spanish and English are required.
