The Resident Coordinator System encompasses all organizations of the United Nations that have operational activities in the country. As the designated Representative of the UN Secretary-General and leader of the UN Country Team (UNCT), the UN Resident Coordinator (UNRC), in consultation with the UNCT, assumes overall responsibility and coordination of the developmental activities of the UN carried out at country level. The UNCT is composed of representatives of the UN funds and programmes, specialized agencies and non-resident UN agencies. The Resident Coordinator’s Office (RCO) is mandated with supporting the RC and the UNCT in the developmental activities of the UN carried out at country level, including interagency initiatives and structures.

In line with the Secretary-General initiative Human Rights up Front, which aims to strengthen prevention of issues with serious human rights consequences, since 2014 the RCO counts with a specific human rights component. The human rights team is comprised by a National Human Rights Advisor and a Human Rights Assistant. The National Human Rights Advisor also acts as a focal point for OHCHR’s Regional Office in Santiago, Chile. The UN Country Team in Brazil has various interagency working structures to ensure a coordinated action in the country and implement joint activities under the leadership of the Resident Coordinator.

This position is located in the Office of the UN Resident Coordinator (UNRC) in Brazil. The incumbent will report to the UN Resident Coordinator in the country of assignment and to the Regional Representative of the Office of the High Commissioner for Human Rights (OHCHR) for South America, acting under direct/ operational supervision of the UN Human Rights Adviser.

 

Within the delegated authority and under the overall supervision of the UN Resident Coordinator, functional support and guidance from OHCHR and direct/ operational supervision of the UN Human Rights Adviser, in close cooperation with UN Agencies, the Human Rights Analyst will undertake the following tasks:

 

1 - Program support delivery:

  • Under the guidance of the National Human Rights Adviser, provides technical support UNCT in the integration of human rights in programmes, activities, humanitarian response initiatives and its engagement with international human rights mechanisms, through the provision of technical inputs, monitoring and follow-up of activities, collaboration with inter-agency working groups and initiatives, between others as requested;
  • Provides direct technical and logistical support to relevant country missions of Special Procedures mandate holders and other UN mechanisms;
  • Supports human rights monitoring and provides human rights analysis of public policies and legislation regarding human rights issues, including the rule of law and civic space, business and human rights, and the rights of women, people of African descent, indigenous peoples, LGBTI, migrants and refugees, among others;
  • Design and deliver training and technical assistance to government counterparts and other national stakeholders on UN human rights standards and mechanisms.
  • Liaises with relevant stakeholders, including UN organisms, government, civil society organizations and other relevant actors.
  • Supports the preparation of reports, briefings, studies, background papers, conceptual notes, among others.
  • Supports the organization of missions, conferences, workshops, trainings, technical meetings, seminars and others.
  • Perform other related duties as required.

 

2 - Communication and advocacy

  • Assists the planning and organization of UN events, and the UN participation in events related to human rights themes, including conferences, seminars and other external events, communicating clearly and efficiently with different kinds of audiences.
  • Supports the communication in writing documents and liaising with partners to collect information relevant to the implementation of the human rights workplan.
  • Perform other related duties as required.

 

3 - Administrative support to programs

  • Supports the technical and financial reporting of activities undertaken.
  • Assists in drafting routine documents, such as meeting minutes, e-mails, memoranda, letters, invitations and other;
  • Perform other related work as required.

 

The key results have an impact of the UNCT and Inter-agency Group activities. In particular, assuring a HRBA in joint programing and in providing orientation as well as accurate analysis in HRs reports. They results will also help building and strengthen national capacities and institutions for the promotion and protection of human rights.

  • PROFESSIONALISM: Comprehensive knowledge of and exposure to a range of human rights issues, including: approaches and techniques to address sensitive and complex issues; very good knowledge of institutional mandates, policies and guidelines related to human rights including the human rights mechanisms and treaties; operational activities for development, peace and security and humanitarian affairs and good knowledge of and experience in development programming. Comprehensive knowledge of the region or country of assignment, including its human rights and political situation, as well as its culture, history and traditions; demonstrated ability to complete in-depth analysis and reach conclusions on possible causes and solutions to human rights issues; good political judgement and advocacy skills and the ability to understand and respond to sensitive and complex political and social events; ability to describe human rights issues and perspectives, including gender issues. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

 

  • COMMUNICATION: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

  • Advanced university degree (Master's degree or equivalent), preferably in law, political science, international relations or other related field.
  • A first-level university degree in combination with 4 (four) more years of qualifying work experience may be accepted in lieu of the advanced university degree.

 

Experience

  • 7 (seven) years of progressively responsible experience at the national level in the field of human rights, with development and/or humanitarian experience.
  • Experience in international organizations, especially within the UN, will be considered an asset.

 

Language

  • Fluency in oral and written Portuguese and English is required.
