GENERAL: Winrock is accepting applications for the Human Resources and Operations Manager for the USAID-funded Solid Waste Reduction Program. The goal of this five-year (2024-2029) USAID-funded project is to reduce waste in communities and municipalities, leading to clean oceans in the Dominican Republic. It will achieve a significant reduction in Greenhouse Gas (GHG) emissions by establishing composting of organic waste, reducing methane production, and by increasing plastic recycling rates, reducing emissions from the fossil fuels used to make virgin plastic. POSITION SUMMARY: The Human Resources and Operations Manager will be responsible for managing recruitment and hiring of local staff, oversight of benefits, allowances, and payroll, and operations including administration, logistics, and property oversight. S/he will support the day-to-day needs of all project staff and supervise the day-to-day field presence in the areas of operations (including the project's facilities such as office space, equipment, and project vehicles), administration, logistics, and report all operational costs and forecasting to the finance manager. S/he will also support other aspects of operations such as information technology, transportation, travel, vendors, procurement, consultants, security, facilities, inventory, etc. The Human Resources and Operations Manager will also develop, maintain, and update the project Human Resources Manual and other standard operating procedures (security, procurement, etc.) in compliance with USAID and Winrock policies and procedures as well as the Government of India’s local labor laws. The Human Resources and Operations Manager will report to the Deputy Chief of Party/Operations and the Winrock home office Program Manager. ESSENTIAL RESPONSIBILITIES: Provide overall leadership of project operations (headquarter office, field offices, administrative and human resource policies, etc.). Liaise with third-party firms on any operational aspects that they will oversee. Coordinate operations activities with Winrock home office and develop, maintain, and update standard operating procedures for operations. Provide direct supervision, support, and direction to all support staff such as information technology support, transportation, and overall office(s) operations. Participate in regular field visits to the project areas and offices to ensure operational compliance. Implement and maintain efficient and effective workflow processes for HR services including recruitment, Winrock onboarding and orientation, career development, promotion, training, and terminations. Establish and foster positive relationships with employees and managers at all levels of the project while maintaining extreme confidentiality. Lead project archiving and knowledge management systems. Identify and set up offices and ensure adequate office supplies and stationery items are provided. Basic financial monitoring and reporting relevant to HR and Operations functions. Provide training for local logistics staff to ensure that appropriate communications equipment is installed to meet the operational and security needs of international and local staff. Provide overall management of the fleet of vehicles, including safety precautions, maintenance, fuel and consumables monitoring, and the management of drivers. Provide management coaching and support to line managers on employee-related issues such as performance management, employment law (in coordination with the third-party firm), employee relations (grievance and discipline), and terminations. Support Diversity, Equity, and Inclusion (DE&I), including working closely to ensure that DE&I is embedded in HR processes. Oversee personnel records management and liaise with finance staff on payroll changes and ensure that HR records are appropriately retained. Complete required Government of the Dominican Republic tax reporting and comply with local labor laws as well as USAID and Winrock policies and procedures. Create HR policies, procedures, and manuals. Communicate changes and interpret new policies to employees and managers. Coordinate the domestic benefits renewal process, including working with brokers, vendors, and/or employer of record as relevant (e.g., health insurance and other required social benefits). Manage compensation benchmarking, employee relations, regulatory compliance, recruitment and contracting, retention strategies, learning and development, and leave administration. Develop tracking systems and tools to ensure all program operational activities are properly tracked, forecasted, and monitored (e.g., purchase orders, consulting agreements, etc.). Coordinate with the Finance Manager, field staff, and home office Program Manager to ensure that HR and operational information relevant to project HR is transmitted and maintained in a timely and collaborative manner. Coordinate and communicate regularly with Winrock’s home office and project Finance Manager. QUALIFICATIONS AND BACKGROUND: Education: Bachelor’s degree in a related field from an accredited university. Experience: Over 5 years of experience in progressively responsible human resource and operations/administration roles. Experience in a managerial role. Desirable experience on USAID-funded projects. Strong understanding of local labor laws and regulations. Experience with HR systems preferred. Ability to handle and direct routine administrative tasks and operational issues. Ability to multitask in a fast-paced startup environment with strong attention to detail, organization, and time management. Experience developing systems, tools, and operating and HR procedures. Demonstrated resourcefulness in problem-solving and initiative to learn new skills. Experience with MS Excel required; strong knowledge of MS Office applications and experience with Access preferred. Skills: Knowledge of the political, social, cultural, environmental, and development context of the Dominican Republic. Ability to diplomatically supervise staff and coordinate programs with partners from a broad range of backgrounds and experiences. Strong communication skills (interpersonal, verbal, and written). Demonstrated ability to follow standard practices and procedures, receive general instruction and supervision, and contribute to projects and initiatives. Demonstrated ability to maintain discretion and work with highly confidential and/or protected information required. Fluency in written and oral English is required.
