Office/Unit/Description

The United Nations Development Programme (UNDP) established its presence in Armenia in 1993 and since then it has positioned itself as a strategic and substantive partner to the Government of Armenia and other stakeholders by assisting their efforts to advance human development and improve the well-being of citizens.

The Human Resources (HR) Unit of the CO Operations Center ensures that the office and projects are appropriately staffed with high quality and engaged personnel who receive the guidance, feedback, and development they need to fully contribute to the CO’s agenda and Sustainable Development Goals. The HR team applies strategic human resource management policies, procedures, programs and solutions – that leverage both technology and analytics – to promote a strong people management culture and high performing, diverse, inclusive and equitable workplace.
 

Scope of Work

Under the overall guidance of the Operations Manager and direct supervision of HR Analyst, the HR Associate ensures execution of transparent and efficient HR services, promoting a collaborative, client-oriented approach and promoting the maintenance of high staff morale.
The HR Associate works in close collaboration with the other Operations units, the Programme, and the project teams in the CO, and the GSSC to exchange information and ensure consistent service delivery.

    1. Ensures implementation of HR strategies and policies, focusing on achievement of the following results:
    - Full compliance of HR records and reports with UN/UNDP rules, regulations, policies, procedures and strategies.
    - Provision of support and inputs to the CO business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in HR management in consultation with the direct supervisor and office management.
    - Provision of information to the management and personnel on the implementation of HR policies, corporate strategies, rules and regulations, and proper use of contractual modalities.

    2. Ensures implementation of HR services, focusing on achievement of the following results:
    - Provision of support to regular interaction with GSSC on recruitment processes, position and contract management, and separations.
    - Provision of support in preparation of job descriptions and vacancy announcements, compiling matrixes, screening of candidates, verification of academic background information, requesting references, preparation of long and short lists; administering written/technical tests, facilitating interview panels and performing the function of Secretary (taking notes, preparing interview reports) for recruitments delegated to the Country Office.
    - In coordination with direct supervisor and in cooperation with the Hiring Managers, submission of requests and appropriate documentation to GSSC for non-delegated actions.
    - Provision of inputs, maintenance and update of the Country Office staffing table and rosters; maintenance of a proper filing system for HR records and documents.
    - Provision of information for cost-recovery bills for HR services provided by UNDP to Projects and other Agencies.
    - Creation and update of positions in ERP, association and update of positions to chart fields, in coordination with budget owners and in cooperation with the Finance Unit.
    - Provision of support to personnel on queries related to absence/leave (annual, certified, uncertified, ML, PL) when required.
    - Provision of orientation and monitoring of the onboarding process of new staff.
    - Provision of assistance to performance management reporting and monitoring, when required.
    - Provision of support to UNDP’s participation in inter-agency exercises and surveys, such as interim and comprehensive local salary surveys.
    - Provision of administrative support to retirees as applicable.
    - Perform other duties as required.
     

    3. Supports knowledge building and knowledge sharing focusing on achievement of the following results:
    - Organization and participation in the trainings for the operations/projects staff on HR matters.
    - Provision of support, information and follow up on learning opportunities and activities.
    - Contribution to knowledge networks and communities of practice.

    Institutional Arrangement
    The HR Associate works under the direct supervision of the HR Analyst.

    Minimum Qualifications of the Successful NPSA

    Min. Education requirements:
    Secondary education is required 

    A university degree in Human Resources, Business Administration, Public Administration, Social Sciences or an equivalent field will be given due consideration, but it is not a requirement. 
     

    Min. years of relevant work experience:

    Minimum of 6 years (with High School Diploma) or 3 years (with Bachelor’s degree) of progressively responsible HR and/or administrative experience at the national or international level is required.

    Required skills:
    - Experience in the use of computers, office software packages (MS Word, Excel, etc.) and advanced knowledge of web-based management systems, such as ERP;
    - Excellent written and oral communication skills.
     

    Desired skills in addition to the competencies covered in the Competencies section:
    -  Experience in providing wide range of HR services;
    -  Experience in maintenance of HR documentation, records, provision of HR advisory services;
    -  Experience or familiarity with HR operating and reporting systems, including experience in the use of an ERP system (i.e. Quantum) is an advantage;
    -  Experience or familiarity with interpretation and application of UN/UNDP policies, rules and regulations is desirable;
    -  Working experience with the UN/UNDP is an advantage.
     

    Required Language(s):
    Fluency in English and Armenian
     

    Professional Certificates:
