The primary leadership role of the Head of the Global Learning and Development Centre is to formulate the strategy to drive corporate learning direction, goals, and policies**.** She/he plays a critical role in the realization of UNHCR’s People Strategy and contributes to the evolution of the people management transformation towards a more people-centric UNHCR. Under the guidance of the Director of Human Resources, the incumbent manages the global learning resources to support institutional, operational, and individual workforce needs. The incumbent of the post drives the transformation process of GLDC towards integration in DHR and as a strategic partner to the global workforce. They lead the GLDC on its journey to become a facilitator of learning solutions, devised and developed in alignment with global organizational priorities and adapted to regional and local contexts- as opposed to delivering discrete learning programmes. In recognition of the importance of good people management practices, they will act as a role model for people-centric leadership and proactively foster an inclusive work environment that encourages creativity, innovation and the application of latest trends and developments in adult learning and development.
The ideal candidate will:
· Collaborate with Divisions, Bureaux, and field operations, to identify changes in the learning and professional development environments and evaluate and provide tools for measuring effectiveness and driving impact.
· Ensure that all GLDC learning and development programmes and activities are strategically aligned with organizational priorities and meet the current and future needs of the organization.
· Facilitate a broader learning culture shift in UNHCR, introducing a more people-centric approach in which employees and managers are empowered to take charge of significant elements of learning.
· Ensure on-going implementation of UNHCR’s integrated People Management Framework across the GLDC including the alignment of capacities, resources and structure to deliver the optimum employee experience in support of employee engagement across the entire workforce.
· Re-position GLDC to offer learning and development support in the context of Regionalization and Decentralization.
· Ensure that colleagues have adequate access to learning and development opportunities that enhance knowledge and improve performance.
· Facilitate the establishment of policies and processes to ensure that all learning developed and delivered throughout the organization is impactful, cost effective and aligned to people management outcomes.
· Foster a culture and framework of innovation and excellence.
· Establish, direct and maintain a learning management system that ensures effective learning outcomes.
· Interact with other Human Resources providers within the UN, larger humanitarian community, leading academic and research institutions and beyond in the pursuit of best practices and innovation.
The successful candidate will demonstrate proven experience in talent management and leadership development in a large international organization; as well as experience in design, development and evaluation of modern adult learning technologies and practice. They will have 17 years relevant experience with Undergraduate degree; or 16 years relevant experience with Graduate degree; or 15 years relevant experience with Doctorate degree in Human Resources Management, Public or Business Administration, Social Sciences or other relevant field.
