Department Grants & Contracts (GRACON) - Pact exists to help create a world where those who are poor and marginalized exercise their voice, build their own solutions, and take ownership of their future. The Grants and Contracts department contributes to realizing this purpose by: • Supporting Pact’s vision and mission by providing innovative solutions within a compliance-oriented perspective. • Providing timely and accurate risk mitigation-focused support to the organization, with a special emphasis on successful program implementation throughout the business lifecycle for every activity, from pre-positioning, proposal development, prime award negotiation, and implementation through closeout. • Building internal capacity and champion effective knowledge management within our global community of grants and contracts practitioners.

Position Overview

The Grants and Contracts Manager is responsible for the efficient and effective administration of prime awards with U.S. Government and non-U.S. Government funders. The responsibility for administrative oversight includes the entire life of an award, focusing on regulatory compliance, assessment and mitigation of business risks, and enforcement of Pact’s policies and procedures. The Grants and Contracts Manager also serves as a technical resource to Pact staff in interpreting funder rules and regulations and acts as a primary point of contact for contractual discussions and negotiations with funders. In addition to prime award administration, the Grants and Contracts Manager also provides regulatory and compliance support and advice on subaward administration, contracting, and procurement activities under prime awards and new business bid reviews and proposal development. The Grants and Contracts Manager works closely with other members of the department and on cross-functional basis with those within the regional portfolios.

Key Responsibilities

Project Support: Prime Award and Subaward Management

Leads the review and negotiation of prime awards, highlighting potential risks and negotiating favorable terms.Provides guidance to portfolio team, including in-country staff, regarding agreement and funder requirements throughout life of award.Facilitates resolution of agreement-related issues and requirements with funder or sub-partner throughout life of award.Handles requests to funders, e.g. for approvals, authorizations, or waivers, and facilitates responses to funder inquiries throughout the life of the award.Reviews subaward packages and provides on-going guidance to country office staff on subaward management, including pre-award assessments, monitoring, and closeout.Reviews and prepares, as needed, other agreements, contracts, or purchase orders related to project implementation, e.g. leases or commercial vendor agreements.Actively engages with cross-functional team on mitigation of compliance risks as they arise.Supports implementation of corrective action plans from internal audits.Assists in project start-up and close-outs, including technical assistance and backstopping to country office, as needed Departmental Support:Contribute to revisions and development of policies, procedures, and template documents and assist periodic updates.Provide clear and concise grants and contracts guidance for staffContribute to periodic regulatory or other guidance/ briefing materials or presentations.Provide training on regulatory and other matters to staff across the organization, including remote training to country offices, and lead presentations on awards or other matters.Supports and participates in community of practice and other mechanisms for knowledge sharingMaintains and administers organization’s reporting in government databases.Other tasks as assigned.
Management:Manages Grants and Contracts Coordinator/Specialist, providing oversight, mentorship, and supportProvide ongoing training and mentorship to other members of the Grants and Contracts department and country office staff as neededAll other duties as assigned

Basic Requirements

Master's degree with five (5) years work experience or bachelor's degree with at least seven (7+) years work experienceAt least three (3+) years management experienceSpecific knowledge of USAID assistance regulations, specifically 2 CFR 200, 2 CFR 700, and 22 CFR 228.A demonstrated track record of successfully working with civil society organizations in a role administering or supporting the management of grants.Experience assessing subawardee risk through review financial statements, audits, and other documentation presented in a proposal or in support of a subaward.Experience drafting and managing performance-based subawards.Knowledge of grants administration, and ability to interpret grants-related governmental documents and accurately respond to them;Ability to travel periodically
