The International Organization for Migration (IOM), the UN Migration Agency is a dynamic and growing inter-governmental organization, with 174 member states. IOM is committed to the principle that “humane and orderly migration benefits migrants and society”. Established in 1951, IOM works with partners, government, and civil society to promote international cooperation to address operational challenges of migration and mobility, assist in the search for practical solutions to migration problems, and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. IOM addresses the migratory phenomenon from an integral and holistic perspective, including links to development, to maximize its benefits and minimize its negative effects. IOM has been operational in Mozambique since 2005, and has offices in Maputo, Beira, Pemba and Nampula. IOM Mozambique is launching the Rapid Response Fund (RRF) which will provide small grants to local partners for humanitarian response across the country.
Under the overall supervision of the Deputy Chief of Mission and the Grants Programme Manager, and the direct supervision of the Grants Officer, the successful candidate will support in all aspects of the implementation of the RRF in Mozambique, with particular focus on the development, planning, implementation and administration of small grants to local partners.
- Provide support to the Grants Officer in the overall coordination and implementation of grant activities across Mozambique, specifically supporting the engagement of new partners, following up, and kick-off of projects and emergency interventions funded through the RRF.
- Support the Grants Officer to liaise with teams across IOM units, including technical focal points, for the implementation and coordination of activities.
- Support with administration for preparing partner agreements, reporting, fund disbursements, working closely with finance and resource management counterparts.
- Support the Grants Officer to communicate and coordinate with local implementing partners serving the role of a focal point person, including through the project kick-off, briefings, meetings, training and technical support, share relevant guidance documents (i.e. cluster guidance), tools and standards to support a principled and coordinated response based on knowledge of the local context, working closely with other team members to support grant implementation throughout the project cycle.
- Support in coordination with other actors supporting RRF programming to support adherence to common standards, harmonization as well as build awareness of gaps and needs to guide partners.
- Prepare reports and briefs relating to project activities, including supporting with compilation of achievements and progress to-date.
- Assist in the coordination and monitoring of the operational, administrative and financial aspects of the project in accordance with IOM policies and practices as well as donor’s requirements.
- Support in contracting of external consultants and vendors by coordinating with relevant internal units and identifying potential third parties/experts for relevant technical support.
- Undertake duty travel to support implementing partners in the field throughout project implementation, supporting them through monitoring, assessments, liaison with counterparts, etc.
- Perform other related duties as required.
EDUCATION
- School diploma with five (5) years of relevant experience; or,
Bachelor’s degree in human behavioral sciences, development studies, political science, engineering or related field with three (3) years of relevant professional experience
EXPERIENCE
Experience in the field of CCCM Experience in supporting administrative tasks and project implementation for a humanitarian organization Experience working with conflict and disaster affected communities including refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and, Experience working closely in an administrative function, liaising with finance, admin and procurement departments to support project implementation
