The Finance Department (FIN) of the IMF is seeking an experienced and qualified candidate for a Finance Officer contractual position in its Administrative Expenditures and Control Division (AX). The division is responsible for financial control over, and conduct of, all payments and receipts under the Administrative and Capital Budgets and all payments under externally provided capacity development funding agreements. The AX division also advises on the formulation and implementation of administrative policies and related systems of internal control, including HR, budgetary controls, procurement, IT and audit. Policy support extends to a number of business areas, including compensation, benefits, tax, pension, capacity development, overseas posts/offices, and travel payments. This one-year contractual position is to backfill operational duties to enable subject-matter experts to support a Fund-wide capital project. This contract may be renewed annually up to 4 years.
The successful candidate will be assigned to the Administrative Payments (AP) section, which comprises Travel/Accounts Payable Unit, External Accounts Unit (manages the payments and receipts for donor-funded projects, all regional technical assistance centers, and resident representative offices abroad), and Ledger and Cash Management Unit. The successful candidate will be assigned a portfolio of duties in one or two units, which will primarily include some of the responsibilities outlined below. At A11-12 grade band, the Finance Officer will be expected to be able to resolve complex issues independently and take a leading role in assigned projects.
Review for accuracy and compliance: (i) invoices entered for payment; (ii) vendor and supplier updates; (iii) automated interface entries; (iv) ad hoc payment entries; and (v) prepayment journal entries;
Review and approve the daily payment processing and monthly/quarterly field submissions processing from IMF Field offices, exercising effective controllership responsibilities to ensure submissions adhere to established accounting practices, internal controls, and IMF policies and procedures.
Process, while ensuring timeliness, accuracy, and compliance: (i) daily exchange rate loads and payment verifications for administrative payments; (ii) month-end journal adjustments (including those received from other departments), reconciliations, and other closing activities; (iii) quarterly accruals and analytical procedures; and (iv) fiscal year-end closing procedures.
Resolve complex issues, including resolving reconciling items, budget errors, payment processing delays, etc. Troubleshoot and resolve system issues and coordinate solutions with IT staff.
Assist with monitoring of internal controls and implementation of risk management initiatives. Review, assess and document business processes and control procedures in coordination with internal and external stakeholders.
Lead/contribute to the assessment and adoption of new technology, processes and best practices in financial operations and internal controls.
Lead/assist in data management and analysis, including the preparation of variance analyses and summary dashboards. Provide data-driven recommendations and advice.
Lead/contribute to the implementation of new system enhancements and remediations, including semi-annual system updates. Collaborate with key stakeholders on requirements gathering, design, documentation, and testing activities.
Throughout their work, the Finance Officer will liaise and manage relationships with other functions. The Finance Officer will also contribute to IMF modernization and transformation initiatives, as assigned.
Qualifications
Candidates must have an advanced university degree, or equivalent, in business administration, accounting, finance, economics, or a related field, or professional accounting certification (such as CPA, CA, or ACCA); supplemented by a minimum of four years of relevant professional experience. The successful candidate should have excellent knowledge of general accounting rules and practical experience of their application in the context of administrative payments, strong command of excel, and a proven track record of problem solving, system troubleshooting, and innovation, as well as excellent communication and relationship management skills. Experience with Peoplesoft Financials, Peoplesoft HCM, Workday, ServiceNow and/or previous experience and knowledge of payroll, travel payments, accounts payable, benefit administration, donor reimbursements, and related accounting and administrative policies and procedures is preferred. Experience in the design, operation and control of IT systems is desirable and knowledge of ERP products and capabilities would be a plus.

This is a one-year contractual appointment with the International Monetary Fund. Contractual appointments are renewable for up to four years of cumulative service, pending continuous business need and incumbent's performance.
