Proposal Submission DeadlinesProposals must be received no later than before the date and time indicated on page 3 of this RFQ. Late submissions will not be accepted. Winrock International may request additional documentation after the bid deadline. Winrock will review all submitted proposals after the closing date and may conduct in-person or remote interviews with candidates under consideration.All submissions are to be made electronically to katchprocurement@winrock.org with the subject line “KATCH FINAL ASSESSMENT”. Please include the name of the person in your organization who is submitting the application as well as the telephone and email contacts. Questions Submission Deadline Inquiries/questions must be received no later than May 30, 2025, 11:59 PM Kazakhstan time and must be submitted via e-mail to katchprocurement@winrock.org. Winrock will review and responses to questions will be posted by June 6, 2025. Winrock will evaluate complete vendor proposals to determine which proposal represents the best value to Winrock. This is an unsealed solicitation request. Winrock reserves the right to negotiate with the vendors with or without discussion. Winrock will review all proposals, and make an award based on the evaluation criteria stated above and select the offeror whose proposal represents the best value to KATCH. Winrock may also exclude an offer from consideration if it determines that an offeror is \"not responsible\", i.e., that it does not have the management and financial capabilities required to perform the work required. Evaluation points will not be awarded for cost. Cost will primarily be evaluated for realism and reasonableness. Winrock may award a higher priced offeror if a determination is made that the higher technical evaluation of that offeror merits the additional cost/price. Winrock may award an offeror without discussions. Therefore, the initial offer must contain the offeror’s best price and technical terms.
