Organizational Setting   FAO Bangladesh assists the Government to formulate policies, programs, and projects to address the root causes of hunger and malnutrition, develop the agricultural, fisheries, and forestry sectors, and utilize environmental and natural resources in a sustainable way. It contributes to the development of FAO’s field program projects in the country and implements them in the sectors of food security, agriculture, and rural development.     Reporting Lines   The Field Facilitator is a SC2 position and will work under the overall supervision of the FAO Representative, and the direct supervision of the ISU Technical Assistance Coordinator for the Accelerating Economic and Social Inclusion of Smallholder Farmers in Climatic Hotspots through Strong Producers` Organizations (ACCESS) project and close collaboration with the project team. Technical Focus Expertise in field financial monitoring and training of farmers in book-keeping and record management.     Tasks and responsibilities   The incumbent will carry out the following specific tasks:    • Assists to review and check the accuracy of the Monthly/Quarterly Financial Reports prepared and submitted by the POs. • Assists to verify the back-up supporting documents to ensure accuracy of the reports. Cross-check the report results with the books of accounts of the POs as appropriate. • Assists to review the LoA Budget to Actual Expenditure Statement, note deviations (if any) from the approved LoA budget, ask for clarifications, and report to the ISU.   • Assists to review the PO fund request as per the LoA before submission to accounts for Fund release and adjustment of previous advance if any. Coordination with the project and POs during each quarter/reporting period as stated in the letter of agreements and as when required by FAO for report certification. • Ensure physical verification of inventory items purchased under the LoA and relevant expenditure as applicable. • Review the PO procurement process, review procurement documents during the field financial monitoring visits.  • Visit the vendors, beneficiaries, stakeholders, and project sites as deem appropriate for expenses certification. • Vouch for anomalies, non-compliances and internal control weakness on practices, procedures, documentation, and bookkeeping.  • Provide clarification and recommendations and on the job training to the PO for corrective action and to improve on record keeping, financial reporting and general administrative procedures. • Visit each assigned PO at least once in two months to accomplish the above stated functions.  • Assist Administrative and Finance Officer and the National Project Coordinator in the coordination of the field activities of the Farmer Organizations. • Calculate and identify receivables and payables balances pertinent to LoA while closing the periodical (monthly, quarterly, yearly) and during closing phases. • Perform other related duties as required.     CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING     Minimum Requirements       • Bachelor’s degree in Accounts/Finance or related discipline from a reputed university.  • A minimum of three (3) years of progressively responsible experience in accounting, finance, budget, business administration or related area with UN agencies/INGOS/NGOs • Working knowledge (Level C) of English and Bangla.  • National of Bangladesh     FAO Core Competencies   • Results Focus • Teamwork • Communication • Building Effective Relationships • Knowledge Sharing and Continuous Improvement     Technical/Functional Skills    • Clear understanding of bookkeeping, accounts, budget. • Proven track record of successful teamwork and good presentation/facilitation skills. • Excellent verbal and written communication skills required. • Ability to work independently and with minimum supervision. • Self-motivation, willingness to learn, and strong work ethics in a multi-disciplinary team environment.
