GIA provides an independent view on whether processes for managing and controlling risks to achieve the WBG's goals, and overall governance of these processes, are adequately designed and functioning effectively. GIA works across all WBG institutions, covering all operational and corporate functions as well as IT systems and processes. GIA is headed by the Vice President and Auditor General (AG), who is responsible for setting the mission and vision, building strong partnerships with Senior Management and the Audit Committee, and providing value-adding assurance and advisory services that would meet the institution's needs. The Professional Practices & Innovation Manager reports to the AG, and closely collaborates with the Director and Engagement Managers. SCOPE & ACCOUNTABILITIES The Professional Practices & Innovation (PPI) Team delivers operational support to achieve GIA's mandate. As a member of the PPI team, the External Affairs Officer will execute GIA's communication strategy. She/he will advise the PPI Manager on an approach to continuously build GIA brand awareness across the World Bank Group, ensuring GIA's consistent communication to both internal and external stakeholders, and support the integration of content into GIA's knowledge management program and digital transformation roadmap. Draft GIA's communication and branding strategy, lead and coordinate GIA communications with internal and external audiences, working collaboratively with the Special Assistant to the AG and the PPI team, apply strategic messaging and branding elements to all GIA's communications and outreach activities. Provide strategic advice and guidance to the GIA Management Team in support of GIA's strategy, based on an analysis of CRM and outreach campaign results with senior management and the Board of Directors, recommend revisions to GIA's communication approach. Support GIA's knowledge management efforts; advise the PPI team on the on how to best communicate knowledge management and innovation content to drive adoption of leading practices across GIA. Support the rollout of GIA's digital transformation roadmap, collaborate with the PPI and ITS colleagues that are responsible for technology, business process change, and content visualization; recommend compelling storytelling approaches for the roadmap, including the design of GIA quarterly and engagement reports for a digital-first format, e.g., migrate away from MS Word and PowerPoint as a mechanism to convey risk and assurance insights. Advise GIA management about noteworthy risk management trends; monitor and analyze current events or news, relevant industry publications, and / or World Bank Group publications (from operations and oversight functions), for changing or unexpected circumstances that may impact how, when and to whom GIA communicates about its work program and dynamic risk assessment. Editorial Write and edit a range of routine and complex outreach products for internal stakeholders, including fact sheets, presentations, brochures, talking points, blogs, briefing notes, etc. Manage GIA's annual report production, create and /or coordinate persuasive annual report content for senior management and Board of Directors. Maintain the content of GIA's websites (intranet and internet) and suggest redesign when relevant. Oversee the content and production of a monthly GIA staff newsletter. Provide editorial support for GIA publications, reports, and internal GIA manuals (print and online) and similar deliverables as required; ensure consistency with GIA's brand and style guidelines, and that content is compelling and consistent with GIA's preferred storyline for the topic and audience. Keep GIA communication guidelines and templates updated, and accessible for GIA staff to use. Engagement Coordinate efforts to produce effective and engaging content for the GIA's intranet GIASpace communication portal and WBG intranet sites (for relevant risk and assurance content) and / or external internal audit fora to promote leading internal audit practices. Assist the Special Assistant in preparation of presentations, and other communications' material for the AG's internal and external events. Assist GIA's Learning Lead, to plan and coordinate the annual training curriculum for GIA staff, advise the Learning Lead, and training presenters, on how to create compelling and informative content. Lead the organization of GIA external events, provide logistical support, draft content for presentations, draft event announcements and communications, create event agendas, deliver meeting minutes or post-event follow-up.
Selection Criteria
A Master's degree (Communications, International Relations/Public Affairs, Economics, Journalism, Master of Business Administration [marketing emphasis] or other related field) with at least 8 years of relevant work experience. At least one year of work experience in an internal audit, risk management, compliance, governance, or general counsel function. Institutional knowledge, experience of working at the WBG or similar multilateral institutions. Ability to handle high-level issues with diplomacy and political sensitivity. Excellent English language skills and proficiency to write and edit complex communications products for purposeful structure, clarity of ideas, logical, and persuasive presentation. Able to use new or upcoming communication tools and media to effectively communicate GIA's goals for its message, brand, and strategy. Experience using digital and social media to stimulate conversations (for example, Adobe Experience Manager/Campaign, MS SharePoint, MS Dynamics 365), including developing strategies to position across websites, blogs and other channels. Ability to communicate with partners, based on understanding their communication needs; and leverage such communication to nurture and maintain relationships with critical constituencies and partners. Business acumen, ability to think strategically and rapidly analyze diverse information from varied sources. Proven ability to work both independently and in diverse teams in a multicultural setting with strong attention to detail and minimal supervision.
