UNEP’s Economy & Industry Division addresses environmental issues at global and regional levels, provides leadership and encourages partnership in caring for the environment by inspiring, informing and enabling nations and people to improve their quality of life without compromising that of future generations. The Economy & Industry Division also works with many partners, including Member States, to advance the organization’s global goals as well as national efforts to transition to a low-carbon, green economy. Within the Economy & Industry Division, the Resources and Markets Branch is focused on resource efficiency, inclusive green economy, and circularity. It leads the UNEP Green Economy Initiative and the Partnership for Action on Green Economy, One Planet Network, International Resource Panel, the 10 Year Framework of Programmes on Sustainable Consumption and Production Patterns (10YFP) and many other initiatives. All these aims to shift national economies on to a more sustainable path, in which jobs and output growth are driven by increased investment in green sectors, and by a switch of consumers’ preferences towards environmentally friendly goods and services. The 10YFP is a global framework for action to enhance international cooperation and accelerate the shift towards sustainable consumption and production (SCP) patterns in both developed and developing countries. The framework supports capacity building and facilitates access to technical and financial assistance for developing countries for this shift. The 10YFP aims at developing, replicating and scaling up SCP and resource efficiency initiatives, at national and regional levels, decoupling environmental degradation and resource use from economic growth, and thus increasing the net contribution of economic activities to resource efficiency and productivity, poverty eradication, social development and environmental sustainability. As part of this work, 10YFP is following up the recommendations of the International Meeting \"Stockholm+50” and its legacy initiative on “Green Jobs for Youth Pact”. This Pact brings together three UN Agencies - the International Labour Organization (ILO) the United Nations Children's Fund (UNICEF) and UNEP. The pact is building on the combined strengths of the three agencies under one integrated umbrella to deliver a meaningful legacy of Stockholm+50 by creating green jobs and to close the skills gap in developing countries, targeting climate vulnerable sectors, contributing to a systemic change harvesting benefits for people, planet, and prosperity. The Pact is a bold and unique partnership for action working with and for young people in countries where there is a high potential for green jobs and need to equip youth with the necessary green skills. The Pact is currently implementing national projects in Africa focusing on strengthening knowledge and capacity of policymakers on green youth employment as well as enhancing inter-ministerial coordination and cooperation with social partners, education institutions and youth organizations in jointly designing, amending, and implementing green youth employment policies. The objective of the consultancy is to provide technical support to Pact projects in Senegal and Madagascar. The Consultant shall be under the overall supervision of the Deputy Head of 10YFP and will work closely with the 10YFP team in the regions and members of the Pact from the 3 Agencies. Specific tasks and responsibilities 1. Assist in organizing of at least 6 monthly coordination meetings between UNEP and ILO and UNICEF country teams in Madagascar and Senegal 2. Support the organization and convening of capacity building technical workshops in Madagascar and Senegal for policy makers to strengthen capacities on youth employment in high impact sectors through the transform training module 3. Support the organizing and coordination inter-ministerial, inter-generational and multi-stakeholder roundtables in Madagascar and Senegal including young people on green jobs for youth to accelerate climate action and circularity 4. Conduct any other related tasks as may be required or assigned by the supervisor. Qualifications/special skillsMaster's degree in economics, monitoring and evaluation, development, or a related field. A first-level university degree with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree. Five years' experience drafting proposals, technical reports and regional delivery of complex projects is required. Experience working on green economy projects at the national and regional level is required. Experience working with the UN system is required.
