CONSULTANCY - TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.

ETHICS OFFICE CONSULTANT

BACKGROUND

Located in UNRWA Headquarters, Amman Jordan, the Ethics Office was established in 2009 to assist the Commissioner-General in nurturing a culture of ethics, integrity and accountability, and thereby enhance the trust in, and the credibility of UNRWA, both internally and externally.

The UNRWA Ethics Office has a number of key responsibilities, including developing standards, training and education on ethical issues, providing advice and support to staff and undertaking the responsibilities of Agency-wide coordinator under the Agency's policies for preventing and responding to Prohibited Conduct.

Description of Duties and Responsibilities

The consultant will be supervised by the Chief of Ethics and will undertake the following tasks:

· Update the Ethics Handbook and a number of related documents;

· Review Ethics e-learning and face-to-face trainings materials and activities and advise on improvement strategies;

· Assist in developing engagement strategies and outreach materials for the Ethics Office;

· Assist in developing and improving public communications material on the Office through its website and other online communications;

· Perform literature/desk review of Ethics Office documents;

· Draft and finalise assessment reports;

· Perform other duties and tasks as directed by the supervisor.

MINIMUM QUALIFICATIONS AND EXPERIENCE

· Advanced university degree (Master’s degree or equivalent degree) in law, public, administration, human resources management, behavioural sciences, or related area.

· A minimum of 8 years of work experience in public and/or private institutions on systems design in ethical standards, ethics programmes, code of conduct, accountability frameworks, staff training.

· Excellent command of spoken and written English

DESIRABLE QUALIFICATIONS

· Understanding of UN rules, policies, procedures and practices as well as of the Charter of the United Nations

· Familiarity with UNRWA and the United Nations

· Professional work experience in the MENA region

· Knowledge of Arabic and understanding of the Palestinian refugee context

COMPETENCIES

· Professional foundation and technical skills in ethics issue

· Management skills including work planning

· Communication and facilitation skills

· Excellent analytical skills

· Ability to work independently

· Experience planning and implementing training activities

CONDITIONS OF SERVICE

· The consultant is expected to contribute approximately 70 days of support between August and October 2020

· Remuneration for this consultancy will depend on the qualifications and experience of the candidate at a P4 level

· Work will include home based assignments
