Result of Service

Objective.

CBIT's most important contribution will occur by strengthening Peru's reporting capacities so as to adequately comply with the requirements of the Enhanced Transparency Framework through the new reporting format under the Paris Agreement: the Biennial Transparency Reports (BTR).

In order to carry out the activities of Peru's CBIT project it requires an emission expert to support the processes required for the Biennial Transparency Reports (BTR).

Ultimate Result of the Service:

• To ensure the technical consistency of national and international studies on GHG estimation by implementing and supporting the development of activities aimed at generating capacities in technical teams and public servants of the Ministries involved in the measurement and projections of emissions.

The consultant will carry out the following activities:

• Coordinate the necessary actions that facilitate the measure of emission factors for enteric fermentation.
• Systematize information on all national and international studies regarding GHG estimation in at least two categories of the Agriculture sector, considering the identification of emission factors used for methane and nitrogen and making a comparative table between international studies and what is found in Peru.
• Carry out the socialization of the elaboration of processes of emission factors cases and validation before the IPCC with the teams of the Ministry of Agriculture and other relevant institutions.
• Evaluate, propose, and manage with the corresponding institutions the actions for the improvement in the measure of the firewood activity at the national level.
• Provide technical support to the actions related to the identification of models of emission projections in all sectors and their application.
• Organize and support the development of activities aimed to generate capacities in technical teams and public servants of the Ministries involved in the measure and emission projections.
• Record and prepare the necessary information for the monitoring and evaluation of activities related to GHG emissions.
• Make summary reports related to the emission of greenhouse gases and mitigation measures.
• Support the review of the tentative programming of the NDC, for its improvement and update
• Provide technical assistance in the preparation of technical-normative documents generated by MINAM to the Ministries involved in the measurement and projections of emissions.
• Others required by the project coordinator.

1. Purpose.

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The UNEP Regional Office for Latin America and the Caribbean (ROLAC), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA)

As part of the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, Peru has submitted its Nationally Determined Contributions (NDC) with an emission reduction goal of 20% of business as usual (BAU) on its Greenhouse Gas (GHG) emission for 2030, including a 30% reduction scenario based on available financial resources, and five priority sectors for adaptation actions during the same established period: water resources, agriculture, fisheries, forestry and health.

Moreover, the Paris Agreement, in its Article 13, raises the need for Parties to have an enhanced transparency framework that allows information to be available to assess if the necessary is being done in relation to compliance with the commitments assumed to face climate change. This is a major challenge, especially for developing countries, which implies having the technical and institutional capacities to meet the reporting requirements, and the strategic planning to reduce GHG emissions with resilience.

The Capacity Building Initiative for Transparency Fund (CBIT), administered by the Global Environment Facility (GEF), supports the Peruvian government in improving its capacities to track and evaluate mitigation and adaptation within its NDCs, as well as financial resources that are used to work on these issues, contributing to improve the national transparency framework and the decision-making processes related to climate change. The Ministry of Environment is the executing agency for the CBIT project in Peru, as the national climate change authority and in charge of the NDC progress tracking. The UN Environment Programme (UNEP) contributes to the CBIT Project in Peru as the implementing and executing agencies. The UN Environment Regional Office for Latin America and The Caribbean based in Panamá will provide technical and administrative support to the Peruvian government and will support the implementation of the CBIT in coordination with the UNEP-DTU Partnership-UDP

The CBIT Project in Peru will support the implementation of the Enhanced Transparency Framework of the Paris Agreement and will provide relevant outcomes to the National Government regarding the implication of the private sectors in climate action.

In the first component, the project the project seeks as a result the institutional and technical capacity for the formulation and use of sectorial long-term low greenhouse gas emissions development strategies are developed.

In this sense, UNEP ROLAC is looking for a greenhouse gas (GHG) emissions expert to support the processes required to support the country in the preparation of its Biennial Transparency Reports (BTR). The incumbent will be supervised by the Head of the Climate Change Unit for Latin America and the Caribbean of UNEP and will work 40 hours per week, from Monday to Friday, full time at the Ministry of Environment in Lima, Peru.

Qualifications/special skills

Academic Qualifications:

• Bachelor's degree in Geographic Engineering (required)
• Postgraduate Degree in Evaluation of Environmental Impact Studies (desirable)

Experience:

• 12 years of experience in public sector, specifically in areas related to greenhouse gas emissions (required).
• Experience in the preparation and supervision of National GHG Inventories (required).
• Experience in studies / projects in the field of energy, agriculture, energy efficiency, transport, climate change and environmental (desirable).
• Experience in projects / initiatives on clean development mechanisms for the public and private sectors (desirable).

Language:

• The candidate must have fluency in Spanish.
• Confident level of writing, reading and editing skills in English.
