Work Context
Gaza is facing a humanitarian crisis exacerbated by ongoing conflict and limited access to basic necessities. In response to the urgent needs of the communities in Deir al Balah and Rafah governorates, CESVI through its emergency team is providing humanitarian assistance in 2 main key sector: (1) Food security, (2) Wash & Waste.
Considering all three types of targeted sites (collective centres, public collective centres, and makeshift sites), CESVI action is mainly focusing on implementing interventions within the makeshift and public collective sites across the governorates of Deir al Balah and Rafah, where the need for a targeted and coordinated intervention is more critical than ever. By addressing the underlying causes of famine, improving access to essential services such as water, sanitation and hygiene (WASH), CESVI intervention can effectively build the resilience of communities in Gaza, contributing to their overall well-being and stability.
CESVI is currently supporting around 2500 Households (HHs) in Gaza Strip (Rafah, Deir al Balah and other vulnerable locations).
Duty station: Gaza, with frequent travels to Cairo.
Job Description
The general purpose of the post is to ensure the leading of CESVI Emergency response operations in Gaza and the supervision of the daily programme activities and staff, working in close coordination with CESVI HoM and with the Emergency Unit team (E-Unit) in HQ (Milan).
Communication and representation
• Follow up, guarantee and monitor government recognition procedures for the organization in compliance with the host country formalities;
• Proactively participate (remotely) in coordination meetings at Gaza level
• Ensure proactive coordination with Alliance 2015 partners present in the country
Assessment, Programme Design and Planning
• Under the technical guidance of the E-Unit team in HQ and the direct supervision of CESVI HoM, organize in-depth emergency assessments with focus on CESVIs’ core sectors: WASH and Food Security
• Coordinate the initial set up and development of all project implementation plans and budgets within the framework of the agreed emergency response programme and strategy
• Coordinate the initial setup of CESVI premises, distribution points, and other activity centers, in accordance to needs and safety procedures.
• Assists and advises on securing donor funding (mainly ECHO, UNICEF, BHA, WFP, etc) for emergency projects
• With the support of the HoM and E-Unit team in HQ, lead the projects design and proposals preparation and submission for institutional and public funding
• With the support of the HoM and the E-Unit team in HQ, lead the definition and design of CESVI country strategy
Information and reporting
• Transmit information received from headquarters to field teams
• Responsible for the continuity and quality of field-headquarters reporting
• Prepare monthly reports (including humanitarian analysis) on CESVI operations in the country and on the development of the humanitarian situation
• Provide regular update to Fundraising and Communication Unit in HQ
Finance/Admin & Operations
• Coordinate with the Country Administrator on the economic and financial planning of the mission
• In collaboration with the Country Administrator, ensure self-sufficiency and consistency of expenses, and assume responsibility for the mission funds management, including bank accounts
• Define and set up missions SoPs according to CESVI internal standards and procedures
Human Resources
For expatriate staff:
• Identification of human resources new needs, development of job profiles, preparation of the mission organisation chart; support and advice of the team
• Ensures proper coordination with all expat team of the missions in respect to the different reporting lines
Security
• In collaboration with Security Advisor and HoM point in HQ, drafting and validation the main security SoPs (movements, GH/offices, vehicles, etc )
• Interaction on security issues with headquarters (Security Advisor), HoM and with other relevant actors
ESSENTIAL REQUIREMENTS
• Degree in International cooperation, Development studies or other related fields
• 5 to 7 years’ working experience in emergency contexts with INGOs in the humanitarian sector in a role comparable to Head of Mission/ Emergency Coordinator
• Proven experience in first humanitarian response in man-made disaster settings.
• Proven experience in emergency mission set-up
• Strong writing skills: the Emergency Coordinator will bring a well-established track record of developing winning funding proposals to donors such as EU/ECHO, UN agencies, BHA, AICS – Italian Cooperation etc.
• Proven ability in development of needs-based and context-based project proposals, including budget development
• Proven experience in building networks and partnerships
• Strong negotiation and diplomacy skills
• Capacity to effectively manage relations with Donors, potential Partners (international and national NGOs), and local authorities
• Good organizational skills, ability to follow procedures, meet deadlines and work cooperatively
• Excellent problem-solving and analytical skills
• Highly flexible with the ability to set priorities and change programmes according to issues that may arise
• Excellent knowledge of English (written and spoken)
• Strong computer skills including Microsoft Word, Excel
DESIRABLE REQUIREMENTS
• Proven working experience in Middle East with INGOs
• Proven working experience in OpT
• Logistics in emergency/ post-emergency settings
• HEAT Training or equivalent in personal security and security management
• Proven experience in emergency mission set-up
• Knowledge of Italian (written and spoken)
• Knowledge of Arabic (written and spoken)
SALARY PACKAGE
Collaboration contract - 6 months (renewable)
3700 – 3950 € monthly/gross
1 round-trip flight

Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage.
