The Education section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to provide temporary cover for the Education Specialist in the area of Primary School Quality and Learning during the period of maternity leave.

Work Assignment:
Under the overall guidance of the Regional Education Advisor, the Education Consultant will lead and coordinate the Education Team’s work in the area of Quality and Learning, with a focus on the primary school years. The consultant will be the EAPRO focal point for learning and quality in the first decade of life and will help ensure that the section provides cutting-edge advice and support to country offices in the areas of SDG 4 that refers to inclusive quality education and learning, including assessment, curriculum, teacher education and training, standards and quality assurance, building on the Education Global Education Strategy priorities and principles.
The consultant’s portfolio will include contributing to regional review processes, knowledge management and reporting processes, supporting the regional office’s work around cross cutting areas that contribute to the quality of education and ensuring quality learning outcomes.
S/he will provide leadership in these areas and ensure the exchange of information on innovative practices, not least those that can be scaled up throughout the region. The consultant is expected to work closely with other team members on intersecting programmes and collaborate with other sections, as required.
Specifically, the Education Consultant position will oversee four thematic areas: quality and learning in primary school, inclusive education, learning assessment. In these thematic areas, the consultant’s work assignment will entail: providing technical leadership within the Regional Office Education team; providing support and guidance to Country Offices teams; liaising with regional level partners; participating in Regional and national events as requested; and as related to the themes above.
Act as focal point for RO discussions, research and initiatives concerning the assigned thematic areas; Respond to CO requests related to the assigned thematic areas; Liaise with partners on joint initiatives, such as SDG monitoring, related to the assigned thematic areas; Provide inputs and contributions to COVID-19 response planning and implementation related to the assigned thematic areas; Lead activities in RO Education team workplan on quality and learning and inclusive education for children with disabilities and children from ethno-linguistic minority groups, in collaboration with concerned colleagues; Respond to CO requests in the area of learning assessment at national level;Contribute to the SEA-PLM activities in the work plan, as required and requested;
Contribute to finalizing the final report and related communication products for the SEA-PLM 2019 report; Contribute to the development and roll out of communications plan for the launch of SEA-PLM 2019; Contribute to planning of the launch of SEA-PLM; Liaise with HQ, UNICEF Office and SEAMEO as required concerning the launch of SEA-PLM 2019.Help establish and co-ordinate the Disability Inclusive Education Working Group, in partnership with UNESCO;
Lead the work planning and implementation of the work plan for the Disability Inclusive Education working group, under the umbrella of the Thematic Working Group for SDG 4; Co-chair the Disability Inclusive Education Working Group meeting and coordinate activities in partnership with UNESCO Bangkok.Co-chair the multi-lingual and mother-tongue-based education working group, in partnership with UNESCO.
Contribute to work planning and joint activities for the working group. Be the Section focal point for cross-sectorial work with Nutrition and Wash.Work Schedule and Deliverables:
A comprehensive workplan will be developed with the consultant upon his/her arrival. The key monthly deliverables will be progress reports against the work plan. Given the nature of the consultancy, the overarching workplan and deliverables will be adjusted monthly, or as needed.
Estimated Duration of Contract: 7.5 months during 15 August 2020 – 31 March 2021 (Full-time).
Official Travel: The consultant will be based in the Bangkok UNICEF Regional Office. Travel to support regional and national level activities may be required, as requested, and depending on COVID-19 restrictions.
To qualify as an advocate for every child you will have…
An advanced University Degree in Education, Human Development, Public Policy, Sociology or other social science field; A minimum of 8 years of progressively responsible relevant work experience in programme planning, management and research in education at the international level, some of which preferably in a developing country context; Specialization or experience in areas such as basic education, inclusive education, assessment, teacher education, learning and skills development; Proven analytical skills and ability to work with others to develop strategy into action and communicating and influencing this to a wider audience; Excellent organizational, problem-solving and negotiation skills. The ability to remain calm whilst deal with conflicting priorities/work under pressure is essential; High-level interpersonal and communications skills; with the ability to write clear, concise reports and to facilitate/lead a group of individuals and impart knowledge; Excellent English writing ability and verbal skills for project proposals, reports, and communications; S/he must be able to plan and manage her/his own time effectively. The holder must exercise a strong work ethic and take responsibility for his/her own actions; Familiarity with UNICEF/UN operating procedures and structures; Experience of working in the East Asia Pacific region is desirable.Interested candidates are requested to submit CV or P-11, full contact information of minimum 3 references, availability, and proposed monthly professional fee and all-inclusive travel cost to/from Bangkok and other incidentals in USD by 22 June 2020.
