• Objective.
Under the supervision of the Climate Change Coordinator for Latin America & the Caribbean, the Regional PA consultant will be responsible for supporting countries that developed multi-country concept notes of e-mobility to integrate these projects with available financing programs led by the GCF along with other multilateral organizations. In addition, for those programs that do not align with existing investment programs, the RA consultant will guide countries in the process of submitting their concept note proposals to the GCF and to potential co-financers.
1. Dialogue with multilateral organizations and the GCF
The Regional PA consultant will organize, promote, and deliver meetings and workshops with relevant stakeholders from multilateral organizations and the GCF to coordinate initiatives and project proposals. In addition, the consultant will support workshops with countries´ stakeholders from the public sector, multilateral organizations, and the private sector- if needed.
2. Program design and alignment with funding criteria
The consultant will provide strategic support to governments to develop competitive projects that align with existing e-mobility programs financed by the GCF along with other multilateral organizations or to engage with additional development banks that are interested in developing new e-mobility programs in the region.
The consultant will support countries in 1) Defining the details of programs with technical government counterparts 2) Aligning the current concept notes´ scope and components according to existing funding programs 3) Engaging with multilateral organizations to coordinate efforts to respond to the countries needs for project design and preparation
3. Regional validation
The consultant will deliver monthly regional workshops (also referred as Project Clinics) and individual strategic meetings with each country to validate the proposals.
The consultant will develop all the necessary materials for these workshops such as: written documents to be shared before the meeting, facilitation strategy, PowerPoint presentations, forms to receive feedback on proposals and summary report of inputs received by stakeholders and experts.
4. Final report of advances
The consultant will develop a final report highlighting 1) the detail and scope of regional projects that can be implemented by other multilateral organizations and the GCF 2) the results of meetings held with governments and multilateral organizations 3) the final REGIONAL concept notes and their technical appendixes.
Responsibilities
The consultant will be responsible of:
• Having the necessary information for the creation of the concept notes
• Engaging with the appropriate counterparts
• Contacting experts to provide support during workshops (Project Clinics)
• Writing the document and all providing all the necessary annexes. Developing all the material and documents needed for workshops (Project Clinics) such as presentations, reading materials, and feedback mechanisms
3. Outputs / Work Assignments
Product No. 1: Working Plan. This report will contain i) a working plan calendar highlighting the chronological order of task and meetings with countries, GCF and other multilateral organizations. The report will also highlight the proposed methodology to receive input from countries, GCF and multilateral organizations throughout the consultancy.
Product No. 2: Regional proposals and alignment analysis. This document will contain the following: i) Description of projects prioritized by countries in technical notes, ii)Detailed list of funding Programs in e-mobility that have approved and are pending approval with the GCF iii) Analysis highlighting how countries proposals align with the funding proposals of multilateral organizations iv) Summary of meetings with public stakeholders, GCF and multilaterals.
Product No. 3: Regional Concept note/s. This report will contain the concept note for countries that are not participating in any existing funding proposals application and are in need of finance. This document will contain the following sections for each project’s concept note: i) Context and baseline, ii) Project/ Programme description and theory of change, iii) Expected project results aligned with the GCF investment criteria, iv) Engagement among the NDA, AE, and/or other relevant stakeholders in the country, v) Financing by components, vi) Justification of GCF funding request and vii) Sustainability and replicability of the project (exit strategy).
Product No. 4: A regional report: A report highlighting 1) the detail and scope of projects that can be implemented by other multilateral organizations and the GCF in their funding programs 2) the results of meetings held with governments and multilateral organizations highlighting the feedback received in those meetings 3) the final REGIONAL concept notes and their technical appendixes for those group of countries that do not have funding proposals approved or pending approval Work Location

1. Purpose.
1. General Background of Assignment
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).
According to UNEP (2019), transport has the highest fossil fuel-related emissions (15% of all regional Greenhouse gas (GHG) emissions in 2018) and, over the last decades, has grown faster than any other end-use energy sector. Greenhouse gas emissions from transport are expected to increase by almost 20% by 2030 and close to 50% by 2050 unless major actions are taken. According to the Climate and Clean Air Coalition (CCAC), the transport sector was responsible for 22% of total reported short-lived climate pollutants (SLCP) in Latin American countries – which has a considerable negative impact on air quality. Moreover, air pollution is the main environmental risk to health in Latin America.
According to UNEP (2018), electric mobility deployment in the region could reduce 1.4 Gigatons of Carbon Dioxide (CO2) and has the potential to save nearly US$ 85 thousand million in the period 2016-2050. Nonetheless, decarbonization of transport systems comes hand in hand with the development of sustainable and low-emission energy systems to maximize benefits and ensure large-scale deployment.
The transition to low-emission and resilient economic development is a global priority for the United Nations Environment Programme. Since 2017, the Office for Latin America and the Caribbean of UNEP launched MOVE (movelatam.org), a regional platform with the aim to accelerate deployment of electric mobility in the region. Since its inception, MOVE has provided capacity building, knowledge creation, technical assistance, and resource mobilization.
In 2019, UNEP has been appointed as delivery partner of the project “Advancing a regional approach to e-mobility in Latin America” (“GCF Readiness project” hereafter), financed by the Green Climate Fund (GCF) under its Readiness and Preparatory Support Programme, with the participation of 14 Latin American and Caribbean countries, namely Argentina, Colombia, Costa Rica, Cuba, Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Mexico Nicaragua, Panama, Paraguay, and Uruguay. The objective of the project is to create favorable conditions to generate an aggregate demand for electric mobility in Latin America and the Caribbean, allowing countries to generate a new value chain and take advantage of economies of scale, as well as access to the best available technology, through the preparation of financing proposals that could be submitted to the GCF and other international financial sources to implement electric mobility initiatives at sub-national, national, regional or global levels.
For these reasons, the Climate Change Unit of UNEP’s Latin America and the Caribbean Office is looking for an E-mobility regional project advisor (“Regional PA consultant” hereafter). The Regional PA consultant will support the countries within the GCF Readiness project to frame their proposals for key e-mobility projects according to the criteria of eligibility of regional and global multilateral banks that are working with the GCF to co-finance projects in the region. He/She will be supervised by the Climate Change Coordinator for Latin America & the Caribbean and will work from home.
The project already has local consultants located in each country (“local consultant” hereafter) that support the development of technical reports of E-mobility for each nation. The Regional PA consultant will also count with the support of local consultants to gather key information with their respective countries to achieve the main proposed outcome: the adoption of key e-mobility projects into the pipeline of co-financers of GCF program´s. Qualifications/special skills
Academic Qualifications:
- A Master’s degree or equivalent) with an emphasis on environmental issues, mobility, transport, energy, urbanism, sustainability or related field are required.
Experience:
• At least five (5) years of working experience on financial, transport or energy projects or policy in a country in the Latin America region.
• Working experience on climate mitigation or electric mobility projects or policies is an asset,
• Working experience on transport or energy project financing is an asset.
• Working experience in one (1) project concept note development for GCF, or two (2) project proposal note development for GEF, would be an asset.
• Familiarity with the global and national climate financing institutions is an asset.
• Knowledge of electric mobility will be an asset, including national and regional (Latin America) knowledge on transportation, energy and/or urban development.
• Proven experience in report writing, drafting documents, studies and/or technical papers is an asset.
• Working experience with the UN system, international organizations, or public institutions will be an added advantage.
• Proven experience in public authorities conveying workshop delivery.
• Familiarity with the global and national trends of climate change, mobility, urbanism, sustainability is an asset.
Language:
• Fluency in English is required.
