The Institute DCAF Ljubljana is a permanent regional office founded by DCAF – Geneva Centre for Security Sector Governance and based in Ljubljana at Gospodinjska ulica 8, Slovenia since 2008.

For our DCAF Ljubljana office we are looking for a motivated, experienced and highly qualified individual to be our next:

Director of Institute DCAF Ljubljana

The role

DCAF Ljubljana is DCAF’s regional centre of excellence supporting the development of law enforcement cooperation to fight organised crime and strengthening of border management capacities in the Western Balkan region. DCAF Ljubljana hosts the Secretariat of the Police Cooperation Convention for Southeast Europe.

The Director is responsible for proposing and implementing a programmatic strategy covering all activities managed by the Institute with the aim of developing and strengthening the Institute’s capacities to provide high quality assistance to DCAF Members States and partners in line with the DCAF guiding principles.

The Director leads and manages the regional office which is a legal entity established under private law and registered in accordance with the Slovenian legislation. He/she is accountable to the Council of the Institute DCAF Ljubljana and to DCAF - Geneva Centre for Security Sector Governance as the Founder through the Head of the DCAF Europe and Central Asia Division as the representative of the Founder.

The Director is responsible to ensure that the Institute operates in line with relevant national and international legal norms, including all relevant legislation of the Republic of Slovenia.

Key areas of operation:

· Developing and proposing strategies and annual workplans to implement the mandate of the Institute and the decisions of its Council;

· Developing and managing programmes and projects in the area of security sector reform, including police reform, border management reform, and regional law enforcement cooperation, with a geographic focus on the Western Balkan region;

· Providing substantive expert contributions (capacity building, policy advice) in the framework of bilateral and multilateral SSR programmes, projects and activities;

· Fundraising to ensure that programmes, projects and activities of the Institute are adequately funded;

· Representing the Institute in legal relations to ensure that the Institute respects relevant legal norms, including - but not limited to - labour, taxation and social security legislation;

· Drafting of the annual budget and financial plans;

· Managing financial resources allocated for the Institute’s operations;

· Managing human resources, including - but not limited to - the development of internal organisation and staffing rules, organisation of internal work processes, recruitment and contracting, staff integrity, staff performance appraisals, organisation of staff education and training, efficient deployment of consultants and external experts in the context of projects and activities;

· Ensuring effective communication and coordination with national authorities and with regional and international organisations active in the region of operation;

· Ensuring security and safety of staff and facilities;

· Performing other tasks in accordance with the applicable regulations, articles of association, the statute and other general acts of the Institute and implement the decisions of the Council.

Requirements;

  • At least fifteen years of working experience in the national security sector (national police, intelligence and security, military or adequate), out of this at least eight years in senior management positions;

  • At least ten years of international experience on security sector issues (bilateral, multilateral, EU);

  • University degree in law, security, defence, political science or similar;

  • Fluency in English and one language of the Western Balkans (Bosnian, Croatian, Macedonian, Serbian, Albanian);

  • Fluency in Slovenian will be considered an asset;

  • Excellent understanding of security sector governance in a democratic society;

  • Practical experience in planning, execution and implementation of large projects in the area of security sector reform;

  • Experience in supporting security sector reform in transition and developing countries (policy advising, capacity building);

  • Proficient use of Microsoft Office tools, especially Word, Excel, PowerPoint and Outlook, and of other management and project planning software tools (Microsoft Project, Visio, Mind Manager);

  • Strong communication skills and ability to work well with others;

  • Attention to detail and time management skills;

  • Willingness to travel abroad for work.
