AIR’s International Development Division (IDD) strives to improve the quality of life in developing countries by using rigorous research and evaluation to enhance education and social development. We work across a wide range of topics including workforce development, agriculture/food/nutrition, early childhood development, education, refugees and migration, social protection, water/sanitation/infrastructure, and women's empowerment in Africa, Asia, the Caribbean, Europe, Central and Latin America as well as the Middle East. The IDD generates policy-relevant evidence through rigorous monitoring, evaluations, and research; helps improve program design through continuous learning and adaptation; and works with local organizations and governments to build sustainable solutions based on evidence.

AIR is seeking a Director of Finance and Operations to work on a USAID-funded education and resilience project in Haiti. This activity will address the education needs of learners aged 5 to 18 years, focusing on the resilience focus zones. The project seeks to incorporate new, innovative solutions on how to improve equitable access to quality education, including ensuring the continuity of learning for all children in Haiti, by reinforcing the resilience of the education at the learner, school, institution, and institution levels.

Responsibilities

The Director of Finance and Operations will provide overall financial and operations support to the program. This will include:

  • Initiating, developing, maintaining, and revising policies and procedures for the general operation of the finance and compliance program and its related activities to prevent illegal, unethical, or improper conduct
  • Establishing internal control systems as well as accounting and financial reporting protocols for local subcontractors, working with AIR’s internal auditing system and Financial Director
  • Supervising activity financial staff and program budget matters
  • Managing accounting and disbursement needs
  • Verifying that procurements comply with USAID and AIR’s financial guidelines
  • Instituting and maintaining an effective finance and compliance training program for the project and its subcontractors
  • Ensuring adherence to management policies and assuring timely financial reporting to USAID This position is contingent on funding

Qualifications

  • Requires a Bachelor’s degree, master’s degree preferred, in Business or Public Administration, Accounting, Financial Management, or another relevant field
  • At least 8 years of experience in financial management and compliance of development activities with increasing levels of responsibility
  • Extensive knowledge in compiling and preparing financial and budget data in line with USG rules and regulations
  • Experience analyzing budget trends and monitoring funding levels across multiple accounts
  • Expertise with procedures required for adequate planning, monitoring, and realigning of complex budgets
  • Experience administering grants under contract
  • Skilled in managing and compiling financial data for reporting and ensuring compliance with all donor requirements
  • Excellent computer skills as they relate to financial management
  • Experience working in Haiti required
  • Proficiency in English is required
