Job Summary:

The Digital Health Specialist will be under the supervision of the Director of Project Operations. S/he will work closely with USAID-EQHA II’s sub-awardees to provide technical leadership and oversight on digital health activities of the project; provide technical assistance to​ the health informatic department and relevant departments of the Ministry of Health (MOH) to implement Digital Health Strategy and ensure EQHA II digital health strategies and implementation feed into MOH's digital health strategies and vice versa.

KEY RESPONSIBILITIES AND CONTRIBUTIONS:

Technical Leadership:

  • Provides project management support for digital health activities. This includes supporting the project's staff and implementing partner in the development of annual scope of work and budgets and progress reports; and monitoring expenditures against approved budget and modifying budget and/or activities according to the project strategy and program needs related to digital health approaches.
    • Collaborate closely with the sub-awardee(s) to provide technical guidance in the field of digital health for the project to ensure the sub-awardees’ work is on track.
    • Oversee and guide digital health activities, ensuring that they align with the project's goals and objectives.
    • Monitor the progress of digital health initiatives and provide technical guidance to address any challenges or issues that arise.
    • Offer technical assistance to health informatics department and relevant departments within the MOH to support the implementation of the digital health strategy/plan.
    • Ensure that the digital health strategies and activities of the project are aligned with the goals and objectives of the EQHA II digital health milestones.
    • Collaborate with the project team to integrate digital health components into project activities effectively aimed at improving quality of healthcare.
    • Establish a two-way alignment mechanism where the project's digital health strategies and implementations feed into the MOH’s digital health strategies, and vice versa.
    • Provide training and capacity building opportunities for MOH staff and other relevant stakeholders in digital health when needed.
    • Empower local healthcare professionals with the knowledge and skills necessary to effectively implement and manage digital health solutions.
    • Establish mechanisms for monitoring and evaluating the impact and effectiveness of digital health activities within the project.
    • Ensure that all digital health activities adhere to data security and privacy regulations and best practices.
    • Lead the internal digital health working group/team within EQHA II
    • Prepare regular progress reports on the progress of digital health initiatives, highlighting achievements, challenges, and recommendations.

      Project Monitoring, Evaluation, Reporting, and Learning:

      • Work with relevant Monitoring, Evaluation, Research, and Learning (MERL) team, technical team, and MOH staff to develop, monitor and analyze relevant indicators for measurement of digital health solutions performance and outcomes.
      • Develops and update annual, quarterly work plans and reports, and knowledge products including functional dashboard to ensure the digital health related activities are implemented successfully as planned.
      • Make sure digital health activities dashboard is up to date through working closely with MERL team.
      • Draft donor technical reports, collates and ensure outputs and deliverables data on digital health activities is uploaded to data systems.
      • Serves as the primary author for digital health technical deliverables (e.g., reports, presentations, manuscripts).
      • Work closely with other relevant team to gather and aggregate data to provide a summary / high level overview as needed.

            QUALIFICATION:

            • Cambodian National
            • Master’s Degree in public health, health informatics, health information management, or a related field.

              EDUCATION/EXPERIENCE:

              • Master’s Degree in public health, information technology, health information management, or a related field.
              • At least 3 years in management position.
              • At least 7 years of experience and knowledge of digital health program management, preferably in the context of health system strengthening.
              • Strong understanding of digital health technologies, tools, and trends. Demonstrated experience in designing and implementing digital health strategies, interventions and operationalization.
              • Knowledge of health information systems, data management, and interoperability standards.
              • Familiarity with relevant digital health platforms, mobile applications, and electronic medical records systems.
              • Experience in capacity building and training on digital health for diverse stakeholders.
              • Strong analytical and problem-solving skills, with the ability to assess needs, identify solutions, and drive innovation.
              • Experience effectively working with Ministry of Health and relevant national programs/centers and departments at national and sub-national level.
              • Ability to negotiate and find acceptable solutions when problems emerge. Escalate issues to management team appropriately.
              • Well-developed written and oral communication skills.
              • Computer literate with strong skills in the use ICT and database software of Microsoft Office software (Outlook, Word, Excel, PowerPoint, SharePoint)
                • Ability to plan for and keep track of multiple projects and deadlines.
                  • Proficiency in reading, speaking, and writing in Khmer and English
