General Description of the Programme/GOAL

Established in 1977, GOAL is an international humanitarian agency, with a team of 2,400 personnel, dedicated to alleviating the needs of the most vulnerable communities. Currently operating in 13 of the world’s most vulnerable countries, GOAL delivers a wide range of humanitarian and development programmes, ranging from humanitarian relief in disaster situations, to focusing on nutrition, food security, and building greater resilience and sustainable livelihoods.

GOAL has an annual budget of an estimated €100 million and is supported by a range of donors including the Governments of Ireland, UK, USA, the European Union, individuals, trusts and foundations. Job Purpose

The Senior Desk Officer is responsible for coordinating the Programme Coordination team to provide quality, timely support to GOAL country programmes. The role provides cohesion across the support to regions, ensuring GOAL global standards and processes are applied equally, and providing leadership on improving same, as well as leading team building and capacity building activities.

Duties and responsibilities

  • Lead the team of Desk Officers in a matrix style of management, providing technical support and guidance as well as team coordination and team building for the Desk Officers, who report to the Regional Directors.
  • Facilitate and coordinate the information flow between Country Offices, Regional teams, and HQ departments.
  • Facilitate Country Strategic Management: coordinating and facilitating the development of Country Strategic Plans (CSPs) and Annual Country Plans (ACPs) and supporting other annual and multi-annual strategic processes as beneficial, primarily concentrating on the consistency of approach across regions.
  • Coordinate GOAL’s grant information management: optimising GOAL’s grant information management via overseeing the maintenance of the grant management system (GMS), PowerBI dashboards and other products.
  • Leading the review and strengthening of systems and processes relevant to the function.
  • Capacity building the grant management functions and processes in the Desk Officer team and at Country Office level.
  • Work with the Programme Technical Team, Emergency Response Unit and MEAL teams to improve programme quality assurance throughout the end-to-end grant management cycle.
  • Liaise with other HQ functions as necessary to improve quality inputs to grant management processes.
  • Coaching and mentoring the DOs in topics such as: donor liaison, report writing, proposal development, contract review.
  • Represent the Programme Coordination team internally and externally as required.

Requirements (Person Specification)


  • A Bachelors’ degree in a relevant subject.
  • Three (3) to five (5) years’ experience working in an NGO in a field-based role. Further field or HQ based experience a benefit, particularly in programmes focused roles.
  • Demonstrable experience in donor relationship management, including grant management, proposal and report writing, ideally within the humanitarian context and/or with the major institutional donors. Show an understanding of policies, practices, and priorities of the major institutional donors.
  • A track record of managing complex projects; with experience in financial management and donor compliance issues.
  • Experience in data management & analysis with demonstrable capacity for delivering accurate work on time in a dynamic and multi-priority context.
  • Demonstrable experience of working in partnership across departments and countries, showing skills in negotiation, influencing and diplomacy.
  • Experience in managing people, including demonstrable experience in coaching and capacity building, with a positive problem-solving attitude.
  • Appreciation of the aims and objectives of GOAL.
  • Ability to organise own work, manage time and resources effectively and efficiently.
  • Adept in use of Word, Excel, PowerPoint.
  • Fluent in spoken and written English with strong communication and analytical skills.


  • A Masters level degree in a relevant subject highly desirable.
  • Fluency in French, Spanish or Arabic highly desirable.
  • Specific knowledge or experience of GOAL’s thematic programme or sectors.
  • Previous experience in supporting the development, implementation, and monitoring of strategy.
  • Experience with data analysis tools and techniques.
  • Experience with developing and implementing new processes and systems.
  • Facilitation or training experience.
  • Experience of providing remote support and working in a remote team.
