Chemonics seeks a Deputy Director, HIV/AIDS in support of its HIV/AIDS Task Order (TO1) portfolio under the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project based in Arlington, VA. The GHSC-PSM project is the primary vehicle through which USAID procures health commodities, provides technical assistance to improve partner countries’ management of supply chains, and collaborates with key international stakeholders to support global health initiatives.

The Deputy Director is a leadership position within the GHSC-PSM project, reporting to and collaborating with the TO1 Director in managing task order activities and communicating within the project, with USAID and with external stakeholders. The Deputy Director will provide primary leadership on data management and will have detailed understanding of the PEPFAR monitoring, evaluation, and reporting (MER) indicators and their use for continued program management and oversight.

Responsibilities include:

  • Directly manage, supervise, and supports the SC-FACT and PPMR-HIV teams with monthly clinical and logistical data triangulation at site level in 30+ developing countries

  • Collate and interpret data and develops strategies to ensure greater TO1 and PEPFAR supply chain visibility to achieve country targets

  • Anticipate required changes to PEPFAR supply chain strategies, proactively supporting the TO1 Director to instruct home office and country teams on how to respond

  • Provide programmatic guidance to the HIV procurement teams regarding ARVs, lab and other HIV-related commodities and contribute to educational orientations and presentations regarding HIV and TO1

  • Provide technical guidance and PEPFAR policy recommendations to country programs, field offices, system strengthening, lab and procurement teams on HIV and PEPFAR strategies and issues as needed

  • Collaborate with a range of partners, including but not limited to USAID, in-country Ministries of Health, GHSC-PSM project field offices, other USAID and non-USAID project field offices, international donors, implementing partners, and inter-agency initiatives in support of TO1 objectives

  • Provide technical guidance and review of TO1 components of country work plans for activities that are consistent with TO1 priorities and GHSC-PSM activities specified in the COP (country operational plan)

  • Take the lead in ensuring that GHSC-PSM meaningfully contributes to the community of practice around supply chain in support of HIV and PEPFAR; including leading and supporting project participation in HIV and supply chain-related events and conferences, with an emphasis on ensuring project presentations and engagement through abstracts, satellite events and workshops.

  • In consultation with the TO Director, form, lead and report out on cross-unit teams to launch specific initiatives and respond to urgent requests as they arise

  • Contribute to agenda development, presentations, facilitation and documentation of multiple weekly meetings with USAID in coordination with other TO1 team members

  • Represent TO1 at meetings across the project as needed, ensuring communication of actions and issues with the TO1 Director and other relevant staff

  • Provide writing and editorial support for quarterly, annual and ad hoc reports as well as original manuscripts and white papers providing strategic analyses and documenting project work on HIV supply chain issues

  • Support the TO1 Director in managing recurring and ad hoc requests of the USAID TO1 team for data and information as needed

  • Facilitate continuity of communication, completion of action items and regular and timely communications with the GHSC-PSM TO1 team, other project units and the USAID TO1 team

  • Collaborate with the TO1Director, TO1 Finance Manager and the TO1 Technical Coordinator to develop and monitor the TO1 cost recovery and core budgets, workplans and activities

  • Collaborate with the lab team and the VMMC Manager to ensure their compliance with PEPFAR viral load and VMMC strategies and priorities

  • Promote knowledge sharing through the SharePoint site consistent with project priorities and PSM work plan

  • Liaise with GHSC-PSM headquarters PMU and other Supply Chain Solutions business unit staff, instructing them as appropriate to ensure USAID-centered program operations

  • Foster and demonstrate a workplace inclusive of creating opportunity, serving others, building trust, innovation, and exceeding expectations

  • Serve as acting HIV TO Director, as needed

  • Perform other duties as required

Qualifications:

  • Minimum 8 years experience in quantitative research or data analysis and visualization in the areas of HIV services and programming in developing countries

  • Master’s degree in relevant area required; preferably statistics or epidemiology; PhD preferred

  • Experience working with PEPFAR-funded projects or other international organizations working on public health, with a preference for HIV-specific experience

  • In-depth experience supporting public health, and preferably HIV service delivery programs, in developing countries

  • Ability to work across multiple teams and disciplines, communicating clearly and collaborating effectively

  • Ability to both lead and support, switching between the two with ease

  • Ability to effectively lead meetings, communicate clearly and concisely orally and in writing, and to analyze and present data to technically sophisticated audiences as well as generalists

  • Ability to work independently and as part of a team, organizing and prioritizing work strategically and efficiently

  • Supervisory experience preferred

  • Proven analytical and organization skills working in a cross-cultural environment

  • Willingness to work overseas for up to 4 to 8 weeks per year; experience living or working in developing countries preferred

  • Demonstrated leadership, versatility and integrity

  • Professional level of oral and written fluency in English required, proficiency in French or Portuguese preferred
