Organizational Setting and Work Relationships

Based in UNHCR's Geneva Headquarters, the Deputy Director - Head of Service within the Division of Strategic Planning and Results (DSPR) reports directly to the Director of DSPR and serves as advisor on global strategic divisional directions, planning, results, budgetary and resource allocation issues.
UNHCR has a multi-billion US dollar annual budget, with most of its income dependant on voluntary contributions. As the UN agency for refugees dealing globally with humanitarian emergencies often unpredictable, UNHCR's capacity to plan and allocate resources in a prioritised, targeted manner for maximum benefit to the most vulnerable persons of concern, is of paramount importance.
DSPR consolidates functions related to strategic planning, budgeting, resource allocation, monitoring and reporting, as well as results management. The Division¿s mission is to guide and support strategic planning, including multi-year multi-partner planning; budgeting; ensure simplified, evidence-based and coherent annual planning and resource allocation; strengthen results-based management and reporting/analysis on impact and outcomes; and strengthen partner management and monitoring. This Division, first and foremost, will reinforce UNHCR in its planning and results-based management while supporting the Organization¿s commitment to devolve greater planning, budgeting and resource allocation responsibilities to Bureaux and country operations. The Division will need to simplify processes and systems; develop tools, guidance and normative frameworks that are more user-friendly; provide predictable and useful support to the Field; and ensure organizational coherence in achieving corporate strategic priorities.
The incumbent will lead the Service and its related management change. The Head of Service will work closely with other Heads of Service within DSPR as well as counterparts in other Divisions in formulating the policies and developing strategies and tools and frameworks as well as with the regional bureaux. Outwardly, the incumbent will liaise with stakeholders ¿ NGO, government partners as well as other agencies of the UN system ¿ and will assist the Director in reporting to member states on matters falling under the Division¿s responsibility, as required.

Duties

  • Support the supervisor in defining and articulating the vision and the strategic direction for the Division, its deliverables and accountabilities.
  • Support monitoring of UNHCR's resources, performance, actions, and results that can be shown transparently as meeting the Organization¿s global strategic priorities and positively contribute to and impact the lives of persons of concern to UNHCR.
  • Ensure that UNHCR¿s financial resources are efficiently allocated and used based on data and evidence on expected impact, assessed needs, priorities and gaps,
  • Define and assign accountability to stakeholders in the development and implementation of the results framework through a consultative process.
  • Coordinate approaches to the assessment and prioritization of the needs of the affected populations by aligning strategic decisions at the Division level to those taken by the regions and field operations.
  • Ensure that adequate levels of innovation and automation are applied in developing tools and systems and in their implementation. Also that they are Field focused, interoperable and co-created with the internal and external stakeholders.
  • Ensure that internal control mechanisms are operational and applied within the Division, and with those implementing strategies developed by the Division, applying practices of due diligence, oversight and risk management mechanisms.
  • Establish mechanisms to enhance team building within the Division and across Divisions and Bureaux to promote sound deliverables, while supporting plans for capacity building at headquarters, regional and country levels.
  • Provide advice and monitor compliance with strategic directions decided by the Organisation through the Division, in the relevant field of responsibility, and provide data-based analytics to promote improvements and efficiencies.
  • Provide strategic guidance within the Division and to all other stakeholders (within and outside UNHCR) on applicable policies and strategies within UNHCR on subjects covered by the Division, providing clear outlines on the implementation and monitoring of these frameworks.
  • Engage, and manage UNHCR staff and consultancies for designing, developing, testing and applying the required technical tools for the proposed results frameworks.
  • Bring coherence and build linkages with partners within and outside of the Organization.
  • Develop action plan and lead management change required for introducing, application and mainstreaming of the Framework into processes related to the relevant services provided by the Division.
  • Provide regular updates on team dynamics, existing or foreseen gaps (gap analysis) on UNHCR or stakeholders¿ performance and any other ethical matters that would impact the Division¿s image and deliverables.
  • Perform other related duties as required.

Minimum Qualifications
Education & Professional Work Experience
Years of Experience / Degree Level
For D1 - 17 years relevant experience with Undergraduate degree; or 16 years relevant experience with Graduate degree; or 15 years relevant experience with Doctorate degree

Relevant Job Experience
Essential:
Extensive knowledge and experience in programme management and a solid understanding of sound financial management practices. Extensive Field and Headquarter experience including working with complex partnerships and various stakeholders. Relevant awareness of political and operational complexity of UN/UNHCR operations.

Desirable:
Knowledge in accountability and compliance. Excellent knowledge of UN and UNHCR rules and regulations. Relevant knowledge of UNHCR rules and regulations, compliance and accountability framework.
