1. SUMMARY

Within the Joint Intelligence and Security Division, the NATO Office of Security (NOS) is responsible for the overall coordination of NATO security among member Nations and NATO civil and military bodies as well as International Organisations and partner countries with which NATO cooperates. It is also responsible for the security of the NATO Headquarters and its personnel in Brussels and abroad on mission and in satellite offices, and for the protection of the Secretary General. Its functional areas address: personnel security, physical security, security of information, communication and information systems security (including cyber defence), security awareness, industrial security, counter intelligence, counter espionage, threats from terrorism, close protection, security force services, fire and first aid. 

Under the leadership of the Deputy Assistant Secretary General (DASG) for Security / Director NOS, the NOS comprises the Security Policy Oversight Branch (SPOB), the Security Intelligence Branch (SIB), the Protective Security and Emergency Services Branch (PSESB) and the Close Protection Unit (CPU).

The responsibilities of the DASG for Security are derived from the Terms of Reference for the NATO Office of Security promulgated by the North Atlantic Council (NAC) in C-M(2002)49, C-M(64)39 and C-M(68)41(6th Revise), and as directed by the Secretary General in his capacity as Head of the NATO International Staff (IS). 

The DASG for Security deals with all aspects of security, which includes counterintelligence. S/he acts as Chair for the Security Committee, a senior committee reporting directly to the North Atlantic Council. S/he is responsible for negotiating and implementing Security Agreements with non-NATO nations and International Organisations participating in or with NATO or the European Atlantic Partnership Council (EAPC) and within other NAC cooperative activities, to include Mediterranean Dialogue (MD), the Istanbul Cooperative Initiative (ICI), and NATO-Ukraine Commission (NUC). 

Key challenges facing the successful candidate for the DASG Security will likely include:

Advancing NATO’s security culture; Supporting secure computer networks; Creating an inclusive and progressive security and management culture in a diverse and operationally focused environment. 

2. QUALIFICATIONS AND EXPERIENCE 

ESSENTIAL
The incumbent must:

hold  a university degree in the areas of security, international relations, risk management (or similar) or equivalent level of qualification;  have at least 15 years  of experience in managing security functions within a security organisation of a NATO member Nation  or an international organisation; have extensive people management experience in senior leadership roles and the capacity to lead, develop, motivate and engage a diverse team; have experience in leading change and a proven track record in successfully implementing complex programmes; have comprehensive in-depth knowledge of security issues; have had formal training and extensive practical experience, at a senior management level, in physical, procedural, and protective security as well as counterintelligence matters and dignitary protection; display high integrity, with a proven ability to readily interact with senior government and military officials; possess the ability to chair senior international committees; have diplomacy, tact and good judgement to deal with stakeholders at all levels; possess good consensus building and negotiation skills to promote collaborative relationships; have strong organisational, problem solving, and decision-making skills, and demonstrate strong customer focus; be concise and clear in written and in oral presentations; possess the following minimum levels of NATO's official languages (English/French): V (\"Advanced\") in one; II (\"Elementary”) in the other.

DESIRABLE
The following would be considered an advantage:

civilian or military government experience in an international diplomatic setting; a higher level of proficiency in NATO’s second official language (English/French).

3. MAIN ACCOUNTABILITIES 

Vision and Direction
Develop, communicate and implement a vision for the future development of the Office. Champion change and federate the teams around common objectives, ensuring that vision guides the mid and long-term programme of work. In line with the Alliance and Divisional intent, develop NOS strategy in conjunction with her/his staff in a collaborative and customer-focused style. Determine the focus and priorities for the sub-units, including the development and revision of policies to determining the future course and focus of the Organization on policies relating to security and intelligence. Ensure that NOS’ advice supports the Alliance and Division in reaching its goals.

Expertise Development
Under the supervision of the ASG Intelligence and Security, act as the Principal Security Adviser to the Secretary General and to the Chair of the NATO Military Committee as well as to the NATO Civilian and Military Intelligence Committees. Supervise the application of the security programme for the protection of ATOMAL information throughout NATO member nations and NATO Commands and Agencies under the provisions of C-M(64)39 and C M(68)41(5th Revise).

Financial Management
Develop and implement the security element of the JISD budget. Integrate and endorse the long-term financial plans and the annual budgets of the Directorate, setting and allocating funding for the strategic priorities in the area of security. 

Organisational Efficiencies
Aligned with the ASG’s intent, manage the organisational structures of the NOS and other related parties to ensure that the needs of NATO on security matters are met. Direct the optimisation of processes and interactions between parties on security issues to improve Alliance agility and responsiveness. Direct and monitor work across NOS staff and ensure that cross-cutting issues are dealt with effectively and efficiently.

People Management
Lead a large multi-disciplinary team of international staff members, through her/his direct reports. Ensure the development of staff through sound and inclusive management principles. Monitor and promote performance by ensuring that common standards are applied across the NOS and by fostering continuous improvement. Provide regular and fair feedback on performance, informally as appropriate and via the HQ Performance Review and Development (PRD) system.  Identify possible development and mobility opportunities for team members. Direct the work of the NOS for a timely and accurate execution of the tasks and supervise such other projects related to security and counterintelligence as directed by the Secretary General and/or ASG for Intelligence and Security, including conference security at Ministerial meetings as necessary. Act as a role model of inclusive leadership and promote resilience, flexibility and innovation.

Planning and Execution
In conjunction with ASG Intelligence and Security, act for the Secretary General in matters of security and counterintelligence for the IS, be responsible for Headquarters security and ensure that the planning for and implementation of appropriate security measures at NATO Headquarters is adequately undertaken. Direct surveys and inspections of the security systems for the protection of NATO classified information and NATO installations, including counter-terrorist arrangements for the protection of NATO personnel, facilities and information.

Policy Development
With guidance from ASG Intelligence and Security, direct NOS staff to develop: counterintelligence policy for approval and promulgation through the appropriate committees and the NAC; NATO security policy covering personnel security, physical security, information security, technical security, CIS Security, industrial security and counterterrorism for approval and promulgation through the NATO Security Committee and the NAC, while ensuring its implementation throughout the Alliance. Supervise the implementation of NATO security policies and procedures in the NATO Agencies.

Representation of the Organization
Act as the Chair of the NATO Security Committee and direct the secretariat for the Security Committee.  In this capacity, coordinate the relationships of the Security Committee with member states participating in the EAPC. 

Stakeholder Management
Maintain intelligence liaison with security and intelligence Services of NATO and EAPC member states, non-NATO nations participating in NATO sponsored activities and NATO Commands' Intelligence Authorities to ensure that security policy adequately responds to relevant threats. Maintain liaison and coordinate security and counterintelligence matters throughout NATO, partner member nations, NATO Commands and Agencies, and National Authorities of those nations participating in NATO-sponsored activities.
Perform any other related duty as assigned.

CONTRACT   Contract to be offered to the successful applicant (if seconded): Definite duration contract of three years; possibility of renewal for up to three years.   Contract clause applicable: It has been decided that for political reasons, this post is reserved for staff seconded from a national administration and that turnover is required in this post.  The maximum period of service in the post is six years. The successful applicant will be offered a definite duration contract of 3 years’ duration, which may be renewed for a further period of up to 3 years, subject to the agreement of the national authority concerned. Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.   7.
