The Monetary and Capital Markets Department (MCM) is seeking a Data Management Officer /Senior Data Management Officer (DMO/Sr.DMO) for a contractual position in its Resource Management and Strategy Division (RS). RS supports MCM in making the most effective use of its financial, human and information resources. In addition, RS is responsible for implementing MCM's budget, accountability framework, travel, security (physical and information), expert roster, and risk management and business continuity. The initial contract would be for 2 years, renewable up to a maximum of four, subject to satisfactory performance.
Under the general supervision of RS's Division Chief and Deputy Division Chief, the DMO/Sr. DMO’s primary responsibilities are:
To act as MCM’s systems executive, with a focus on managing information technology tools in MCM, a large department of about 350 headquarters-based staff and represent the department in Fund-wide working groups or external groups.
Act as project leader for multiple projects and liaise closely on several issues with the Fund’s Information Technology Department (ITD), including to successfully transition to the Fund’s modernization projects, especially leading the upgrade of the department’s SharePoint-based bespoke solutions (Mission Tracking System and Spring/Annual Meetings Scheduler platforms) and facilitating the department’s adoption of Fund-wide projects (Nexus, Common Review System, iData, Corporate Datawarehouse, etc.).
Assume the key role in pro-actively monitoring, supporting, enhancing, and upgrading the department’s customized applications and developing new information technologies in the department, with a view to maintaining and improving the overall efficiency of operations.
Support MCM's operations in PeopleSoft Financials & HR applications, including collaborating with budget & travel officers, producing ad-hoc reports, dashboards, escalating critical issues to the relevant IT teams in ITD and testing fixes, proposing, and canvassing proposals with other departments with the goal of addressing new business needs, and other activities.
Have overall responsibility for MCM’s website design and ongoing functioning. Assist MCM staff with IT issues and monitoring staff security training compliance.
Participate in the formulation and updating of information management strategies, architectures, and implementation.
Identify, propose, and implement IT based strategies to streamline work practices and improve information sharing.
Requirements/ Competencies:
Must have an advanced university degree in programming/systems, computer science, statistics, finance, mathematics, economics, or related field study or equivalent; or a bachelor’s degree in computer science or related field of study supplemented by a minimum of six years of relevant professional experience.
Must have a thorough understanding of information technology support and SharePoint administration and design. Knowledge of low-code development tools, such as Microsoft Power Platform, would be a plus.
Must have demonstrated advanced knowledge of Business Intelligence tools such as Power BI to create comprehensive reports and dashboards. Must be proficient in data visualization techniques, rapid prototyping, Row Level Security, and data modeling techniques.
Must possess SQL skills, with knowledge of data warehouse modeling and ETL techniques. Ability to conduct data exploration and perform data integration across multiple data sources is preferred.
Must have experience and knowledge of Agile methodologies such as Scrum, including practical application in project management.
Familiarity with and ability to extract data from PeopleSoft HR & Financial applications as well as Fund corporate solutions such as TIMS (FINPROD & HRPROD), TRACES, and CDMAP to prepare dashboard would be a plus.
The ability to learn new technologies and keeping abreast of technology trends is essential.
Understanding of knowledge management practices and technology and experience with the systems in use and the initiatives in this area underway in the Fund. In this context, knowledge of MCM’s work practices and internal processes is desirable, while resourcefulness and innovation to advance knowledge management in the department, ability to find effective solutions to issues, and discretion in handling departmental information, including sensitive and/or confidential solutions are all essential.
The ability to work effectively with a broad range of staff within and outside of MCM; and strong oral and written communication skills.
The ability to show initiative and work proactively and independently, with limited supervision and as a member of a team; the candidate should be a highly motivated self-starter, who brings ownership, energy, collaborative work style and innovation to their work, and who understands the high degree of responsiveness necessary to support the department’s mandate.
Demonstrated project management and analytical skills and the capacity to organize and execute multiple tasks independently and in collaboration with staff at all grade levels are crucial.
Sound judgment, the ability to set priorities, work under pressure, and manage multiple tasks concurrently within tight deadlines.
This is a two-year contractual appointment. Contractual appointments at the IMF are renewable for up to four years of cumulative contractual service, pending incumbent's performance, budget availability, and continuous business need.
