TERMS OF REFERENCE

Consultant: Organisational Learning Specialist

1. Background:

Recent evaluations and assessments have highlighted significant areas for improvement within WHO's Results-Based Management and organizational learning frameworks. An independent evaluation of WHO's Results-Based Management identified that monitoring data is rarely utilized at the local or country level for programme improvement. Additionally, organizational learning within WHO is not well-developed, particularly at the country level, where lessons from results achieved are not sufficiently used to adjust programmes or shared across the organization. The evaluation recommended strengthening and simplifying monitoring systems (Recommendation #7) and revolutionizing organizational learning (Recommendation #8).

Similarly, the 2024 WHO Multilateral Organization Performance Assessment Network (MOPAN) assessment found that WHO needs a more strategic approach to organizational learning, despite recent efforts. The GPW 13 2023 evaluation report also underscored the need to enhance data collection and analysis capabilities, especially at the country and regional levels. Member States have called for governance reforms, highlighting the need to improve accountability and transparency. Major institutional donors are now emphasizing the systematic integration of a results-oriented approach throughout the program management cycle, including using results for learning and strategic decision-making.

In addition, the June 2023 meeting of the WHO/Africa Regional Office (WHO/AFRO) Monitoring and Evaluation Committee (MEC) stressed the importance of documenting results, lessons learned, and experiences from all programs.

In response to these findings and specific requests from Member States and donors, PBM is launching a series of interventions to advance region-wide learning and monitoring practices. To achieve this, PBM seeks to hire a consultant to enhance current monitoring systems and establish data-driven organizational learning at the Budget Center level.

2. Deliverables:

A.     Enhancing the Effectiveness of Results-Based Monitoring Systems to respond to the importance of tracking desired results that are achieved and using the information for decision-making, learning, reporting, and improving future actions
