We are looking for two (Lead and Associate) consultants to support in generating evidence to inform improvements in the implementation of the SCORE project in all four regions of country. The purpose of the evaluation is to determine the extent to which the SCORE project under ART Referral Retention and Ongoing Wellness Support (ARROWS) has been able to achieve the following outcomes;

Improved timeliness of linkages to HIV treatment in health facilities for PLHIV identified under CBHTS; Improved timeliness of linkages to VMMC services for HIV negative males 15 years and older tested under CBHTS.

Desired Competencies

The Consultants must have a minimum of a master’s degree in Public Health, Epidemiology or Clinical Medicine and should possess the following attributes;

Must have worked in HIV testing and counselling program or care and treatment programs focusing on community delivery of servicesMust have worked for a development organization before for at least 5 years and has demonstratable experience of undertaking evaluations including conducting desk reviews, assessments, and data synthesisMust have significant experience collecting and analysing quantitative data to demonstrate impact of programsMust be able to provide in their proposal sample(s) of previous similar assignments conducted and mention past clientsShould have experience working with diverse team, remaining self-motivated, using initiative and responding appropriately to constructive feedbackAble to reliably access the Internet, as well as relevant national policy/planning documents and surveys.

The basics

Primary consultant: The suitable person must have a minimum of a master’s degree in public health, epidemiology or clinical medicine and should possess the following skills and experience:

Has worked with HIV testing and counselling programs or care and treatment programs, facility and community-basedAs at least 5 years of experience working with a development/health organization and able to demonstrate that he/she has led program evaluations, including conducting desk reviews, rapid assessments, and data synthesisStrong writing skills and able to present findings in a succinct manner for a range of audiencesNon-judgemental and able to work with populations living with HIV, respecting confidentialityHas experience with human subjects’ research and research ethics (preferrable having completed the CITI ethics training course), significant experience conducting focus group discussions and key informant interviewsSignificant experience collecting and analysing quantitative and qualitative data to demonstrate the impact of public health interventions/programsFamiliar with routine programmatic data for HIV projectsExperience/expertise using data analytic software such as Excel, SPSS, STATA, R, SAS, NVivo, Atlas.ti, etc. Able to provide sample(s) of other evaluation or research with a similar scopeHas worked with diverse teams, using initiative and creative approaches for research and evaluation studies, and can respond appropriately to constructive feedback

Supporting consultant: The suitable person must have a minimum of a master’s degree in the field of social sciences, statistics, demography, evaluation studies or any other related field. The person must possess the following skills and experience:

Has worked with a development organization for at least 5 years and has demonstrated experience in conducting desk reviews as well as rapid assessments and/or evaluationsHas experience in the public health sector of Eswatini, especially in HIV testing and treatment servicesFamiliarity and some experiences with data analytic softwareHas significant experience collecting and analyzing quantitative and qualitative data from surveys and focus group discussions/key informant interviewsAble to demonstrate and provide samples of previous work related to quality assessments/evaluation processesExperience working in a team, taking initiative, and responding appropriately to constructive feedback from team leadersThe successful candidate will be required to pass a background check.
