Background of the Project:

The Countdown to Maternal, Newborn, and Child Survival initiative monitors and evaluates the progress of countries toward achieving key global health goals, specifically Millennium Development Goals (MDGs) 4 and 5, which aim to reduce child mortality and improve maternal health, respectively. Building on these efforts, the World Health Organization (WHO) expanded the Countdown initiative to align with the Sustainable Development Goals (SDGs) and the global health agenda for 2030.

Countdown now encompasses reproductive, maternal, newborn, child, and adolescent health, as well as nutrition, and draws on the latest evidence-based interventions. This initiative has also integrated insights from various global frameworks, such as the SDG indicator consultations, the Monitoring Framework for the every Woman Every Child Global Strategy for Women’s, Children’s and Adolescents’ Health (2016–2030), and related initiatives including the Every Newborn Action Plan, Ending Preventable Maternal Mortality, and the Global Nutrition Report. Other collaborative efforts like the Lancet Commission on Adolescent Health, Family Planning 2020, and WHO’s list of 100 core indicators also feed into this work, further supported by the Primary Health Care Performance Initiative.

Countdown 2030 Country Collaborations are designed to strengthen national evidence and analytical capabilities, enabling countries to conduct more effective reviews of health progress and performance. These collaborations specifically focus on enhancing outcomes for women, children, and adolescents, contributing to global efforts in reducing preventable deaths and improving health equity across low- and middle-income countries. The main goal of this consultancy is to contribute to the study on Tracking Progress under the activity of the Countdown to 2030-Phase III. The mandate for the consultant must comply with the overall Terms of Reference for the consultancy. In particular, s/he will complete the assigned tasks and contribute to the successful implementation of study activities as per the consultancy plan. The consultant will report to the designated supervisor of the study. The overall objective of this study is using Bayesian spatial models to explore socio-demographic and regional variations using BDHS, MICS and SVRS for the following countdown indicators: 5 important indicators

Postnatal care for mothers Antenatal care 4+ visits C-section rate Stunting Child Mortality Specific Responsibilities: Review the methodological aspects of the countdown indicator from national surveys and surveillance such as SVRS, BDHS and MICS; Attend study related Technical team meetings and assist in responding to technical questions; Develop a Bayesian spatial model to analyze the geographic variations of Countdown indicators across the country; Submit final report on the Bayesian Spatial model using data from SVRS, BDHS, and MICS to analyze variations in Countdown indicators. Expected Deliverables: Final manuscript is in place using the Bayesian spatial model with data from SVRS, BDHS and MICS. Required Qualification and Experience: Master’s in Statistics; Candidates having PhD in Statistics will be preferred; At least 15 years of experience in relevant field; Experience of working on Bayesian Methodology.
