Purpose of consultancy

To facilitate WKC’s activities on local engagement.

Background  

The WHO Centre for Health Development (WHO Kobe Centre—WKC) was established in 1995 with the endorsement by the WHO Executive Board and the generous financial and material support of the Kobe Group (a local public and private consortium of Hyogo Prefecture, Kobe City, Kobe Steel, and Kobe Chamber of Commerce). While physically located in Kobe, Japan, WKC is a department of WHO global Headquarters (HQ). As such, WKC follows the goals and objectives of the WHO’s 13th General Program of Work with a global geographic scope of work. Its current research strategy for 2016 - 2026 is to conduct research and synthesize evidence about health systems and innovations to accelerate progress towards Universal Health Coverage (UHC), and advance knowledge about responding to health emergencies and disasters to create resilient health systems. The WKC research strategy was endorsed, and the core funding was agreed upon in a Memorandum of Understanding signed by the WHO Director General and the Kobe Group. Under the current research plan, WKC focuses on research themes of UHC service delivery, financing and innovations, and metrics in the context of population ageing; and health emergencies and disaster risk management (Health EDRM).

WKC also has a function on local engagement that includes connecting local and global researchers, disseminating the study results locally, supporting translation of study results into policy and programme. In this context, WKC seeks a consultant to facilitate WKC’s activities on local engagement throughout the three WKC research themes as well as the effective dissemination of study results with local community and municipalities. 

Deliverables

The consultant will produce the following deliverables to be set for each activity.

Output 1: Facilitate the planning and implementation of multiple WKC research projects that involves local institutes and local municipalities. 
Activity 1.1: Facilitate the implementation of the research project on mental health in the context of COVID-19, conducted in partnership with Kyoto University (October 2022 – March 2023). 

  • Activity 1.1.1: Monitor the progress of the research project through required e-mail communication and online meetings with the Kyoto University research team and WKC research team;
  • Activity 1.1.2: Facilitate the implementation of the project to ensure the timely submission of the deliverables.
    • Deliverable 1.1.1: Note for the record of the research team meetings;
    • Deliverable 1.1.2: Successful submission of the mid-term and final deliverables of the research projects by Kyoto University.

      Activity 1.2: Facilitate the establishment and implementation of a new research project using the health data of Kobe City (September 2022 – July 2023). 

      • Activity 1.2.1: Finalize the concept note in consultation with WKC research team and Kobe City officials (September – November 2022). Several face-to-face meetings with the local municipality officials and local research team are expected if WHO travel regulation allows;
      • Activity 1.2.2: Coordinate the effective dissemination of the call for proposal for this research project by identifying and contacting possible competent candidates (December 2022),
      • Activity 1.2.3: Facilitate the successful implementation of the project to ensure the timely submission of the deliverable (March – July 2023);
        • Deliverable 1.2.1: Finalized concept note of the research project and note for the record of the preparatory meetings;
        • Deliverable 1.2.2: List of candidates for the call for research proposal;
        • Deliverable 1.2.3: Successful submission of the initial deliverables of the research project.

          Activity 1.3: Facilitate the establishment and implementation of a new research project on health emergency and disaster risk management (Health EDRM) to be held in collaboration between local institutes and global research partners (October 2022 – July 2023)

          • Activity 1.3.1: Finalize the concept note in consultation with WKC research team and Hyogo Prefecture officials (October – December 2022). Several face-to-face meetings with the local municipality officials and local research team are expected if WHO travel regulation allows;
          • Activity 1.3.2: Coordinate the effective dissemination of the call for proposal for this research project by identifying and contacting possible competent candidates (January 2023);
          • Activity 1.3.3: Facilitate the successful implementation of the project to ensure the timely submission of the deliverable (April – July 2023);
            • Deliverable 1.3.1: Finalized concept note of the research project and note for the record of the preparatory meetings;
            • Deliverable 1.3.2: List of candidates for the call for research proposal;
            • Deliverable 1.3.3: Successful submission of the initial deliverables of the research project.

              Output 2: Coordinate and facilitate the development of WKC webpages of Health EDRM research and local engagement news in Japanese language. 
              Activity 2.1:  Coordinate and facilitate the development WKC webpages of Health EDRM research in Japanese language.

              • Activity 2.1.1: Coordinate the translation of WKC webpages of Health EDRM research in collaboration with WKC contracting partners for translation and WKC research team
              • Activity 2.1.2: Draft the Japanese webpages of Health EDRM research using Drupal and other relevant web design tool under WHO regulation.
                • Deliverable 2.1.1: Translated contents of Health EDRM research webpages;
                • Deliverable 2.1.2: Draft webpages of Health EDRM research.

                  Activity 2.2:  Draft articles of WKC local engagement news that includes lectures and speeches for students and local agencies and institutes, contribution to local municipalities’ expert committee meetings, and local events. 

                  • Deliverable 2.2: Draft articles of WKC local engagement.

                    Output 3: Coordinate and facilitate the planning and implementation of WKC Forum and WKC Summer School for high school and university students. 
                    Activity 3.1: Facilitate the successful implementation of WKC Summer School (September 2022).

                    • Deliverable 3.1: Completion of the WKC Summer School to be held from 5 to 21 September 2022. A duty travel for several lectures at WKC office and monitoring progress for on-site participants is expected if the WHO travel regulation allows. 

                      Activity 3.2: Facilitate the successful implementation of the online WKC Forum for high school and university students to be held on 25 September 2022. 

                      • Deliverable 3.2: Completion of the WKC Forum on 25 September 2022.

                        Activity 3.3: Facilitate organizing a student working group to the WKC student forum and summer school 2023 (October 2022 – July 2023). Several face-to-face meetings for key consensus building among working group members and partners are expected if WHO travel regulation allows. 

                        • Activity 3.3.1: Establish the student working group;
                        • Activity 3.3.2: Organize monthly / bimonthly meetings of the working group;
                        • Activity 3.3.3: Draft the concept note for the WKC student forum and summer school 2023.
                          • Deliverable 3.3.1: Concept of the student working group which includes list of participants;
                          • Deliverable 3.3.2: Note for the records of the preparatory meetings;
                          • Deliverable 3.3.3: Draft concept note for the 2023 student forum and summer school.

                            Activity 3.4: Coordinate effective dissemination of the student forum and summer school for successful recruitment of the participants and partners. This activity requires contacting and communicating with the possible partners and participants as needed (April – July 2023). 

                            • Deliverable 3.4: Up to date list of partners and possible participants for the WKC forum and summer school.

                              Qualifications, experience, skills and languages

                              Educational Qualifications:

                              Essential:

                              First university degree in health sciences, public health, health development, health economics or related fields. 

                              Desirable:

                              Advanced university degree in health sciences or related fields. 

                              Experience

                              Essential:

                              At least 3 years of work experience in health science, medicine or public health. 

                              Desirable:

                              Working experience in Japan local facilities.

                              Skills/Knowledge:

                              Essential: 

                              Demonstrated skills in concise technical writing, and a strong publication record.

                              Desirable: 

                              Familiarity with WHO/UN.

                              Languages required:

                              Essential:  

                              • Expert knowledge of English
                              • Expert knowledge of Japanese 

                                Location 

                                Off site: Home-based. The consultant should have all necessary equipment and supplies for performing the work remotely.

                                Travel 

                                Ad hoc travel may be required for task-related meetings.

                                Remuneration and budget (travel costs are excluded):

                                Remuneration:

                                Band level A – USD 3,955-6,980 per month 

                                Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

                                Expected duration of contract (Maximum contract duration is 11 months per calendar year): 

                                11 months part-time at 60%.  Remuneration will be pro-rated accordingly.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
