To facilitate WKC’s activities on local engagement.
The WHO Centre for Health Development (WHO Kobe Centre—WKC) was established in 1995 with the endorsement by the WHO Executive Board and the generous financial and material support of the Kobe Group (a local public and private consortium of Hyogo Prefecture, Kobe City, Kobe Steel, and Kobe Chamber of Commerce). While physically located in Kobe, Japan, WKC is a department of WHO global Headquarters (HQ). As such, WKC follows the goals and objectives of the WHO’s 13th General Program of Work with a global geographic scope of work. Its current research strategy for 2016 - 2026 is to conduct research and synthesize evidence about health systems and innovations to accelerate progress towards Universal Health Coverage (UHC), and advance knowledge about responding to health emergencies and disasters to create resilient health systems. The WKC research strategy was endorsed, and the core funding was agreed upon in a Memorandum of Understanding signed by the WHO Director General and the Kobe Group. Under the current research plan, WKC focuses on research themes of UHC service delivery, financing and innovations, and metrics in the context of population ageing; and health emergencies and disaster risk management (Health EDRM).
WKC also has a function on local engagement that includes connecting local and global researchers, disseminating the study results locally, supporting translation of study results into policy and programme. In this context, WKC seeks a consultant to facilitate WKC’s activities on local engagement throughout the three WKC research themes as well as the effective dissemination of study results with local community and municipalities.
The consultant will produce the following deliverables to be set for each activity.
Output 1: Facilitate the planning and implementation of multiple WKC research projects that involves local institutes and local municipalities.
Activity 1.1: Facilitate the implementation of the research project on mental health in the context of COVID-19, conducted in partnership with Kyoto University (October 2022 – March 2023).
Activity 1.2: Facilitate the establishment and implementation of a new research project using the health data of Kobe City (September 2022 – July 2023).
Activity 1.3: Facilitate the establishment and implementation of a new research project on health emergency and disaster risk management (Health EDRM) to be held in collaboration between local institutes and global research partners (October 2022 – July 2023)
Output 2: Coordinate and facilitate the development of WKC webpages of Health EDRM research and local engagement news in Japanese language.
Activity 2.1: Coordinate and facilitate the development WKC webpages of Health EDRM research in Japanese language.
Activity 2.2: Draft articles of WKC local engagement news that includes lectures and speeches for students and local agencies and institutes, contribution to local municipalities’ expert committee meetings, and local events.
Output 3: Coordinate and facilitate the planning and implementation of WKC Forum and WKC Summer School for high school and university students.
Activity 3.1: Facilitate the successful implementation of WKC Summer School (September 2022).
Activity 3.2: Facilitate the successful implementation of the online WKC Forum for high school and university students to be held on 25 September 2022.
Activity 3.3: Facilitate organizing a student working group to the WKC student forum and summer school 2023 (October 2022 – July 2023). Several face-to-face meetings for key consensus building among working group members and partners are expected if WHO travel regulation allows.
Activity 3.4: Coordinate effective dissemination of the student forum and summer school for successful recruitment of the participants and partners. This activity requires contacting and communicating with the possible partners and participants as needed (April – July 2023).
Essential:
First university degree in health sciences, public health, health development, health economics or related fields.
Desirable:
Advanced university degree in health sciences or related fields.
Essential:
At least 3 years of work experience in health science, medicine or public health.
Desirable:
Working experience in Japan local facilities.
Essential:
Demonstrated skills in concise technical writing, and a strong publication record.
Desirable:
Familiarity with WHO/UN.
Essential:
Off site: Home-based. The consultant should have all necessary equipment and supplies for performing the work remotely.
Ad hoc travel may be required for task-related meetings.
Remuneration:
Band level A – USD 3,955-6,980 per month

11 months part-time at 60%. Remuneration will be pro-rated accordingly.
