Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Ngolia Women in Agriculture Cooperative Society (NWACS) has been working on promoting women in agriculture through various interventions in Bombali District. The organisation is in the process of enhancing its governance, financial management and overall organizational capacity to effectively manage grants and deliver impactful programmes. 

It is against this background that UN Women is recruiting a consultant to support Ngolia Women in Agriculture Cooperative Society (NWACS) to support the strengthening of its organizational control systems and policies following a comprehensive capacity assessment that was conducted in December 2023 by UN Women. The consultant will ensure the recommendations of the capacity assessment report are implemented.

Scope of Work: 

Under the direct supervision of Programme Specialists, the consultant will work with the UN Women team to implement the responsibilities and tasks defined in the current Terms of Reference (TOR

Main Tasks:

The consultant will provide technical expertise to address the key organizational issues and gaps and develop robust systems and produces to enhance the efficiency and effectiveness of NWACS’s operations.

  • Updated Finance and procurement manual
  • Anti-Fraud Policy aligned with UN Women standards
  • Documented Internal Controls and Procedures

    Methodology 

    To ensure the sustainability of this intervention and continuous development of NWACS, it is critical that the organisation, especially its management team be actively involved in every stage of this process. This approach ensures that the knowledge and skills gained are retained within the organisation and the staff are empowered to implement, maintain and build upon the changes. The collaborative approach fosters ownership and ensures that the solutions are tailored to the Organisation’s needs. UN Women will therefore support a five-day workshop for this purpose. After the consultancy, UN Women’s technical experts will work closely with NWACS during the initial implementation phase to provide on the ground mentoring and coaching. The consultant will, provide hands on support including through direct mentoring and coaching to NWIACS in utilizing and interacting with programmatic as well as financial  documents, systems to NWACS. This continuous support helps to ensure the changes are embedded into the organization’s routine practic

          Education:

          • A Master’s degree or professional qualification in Accounting, Business Administration, Peace and Development, human rights, public administration, social sciences or other relate areas is required; a first-level university degree in combination with five additional years of qualifying experience may be accepted in lieu of the advanced university degree. 

            Experience:

            • A minimum of 8 years of relevant work experience in the field of gender equality and women’s political empowerment, including proven experience in women’s CSOs or Women peace and security.
            • Experience working with multi-stakeholder organizations is essential: governments, International NGO, CSOs, and the UN/ multilateral/bilateral institutions.  
            • Substantive experience in women’s movement.
            • Experience in programme design and results-based management. 
            • Experience in working in a multicultural environment.
            • Sound knowledge of international standards on human rights, women’s rights and related instruments.
            • Experience working with multi-stakeholder organizations is essential: governments, CSOs, and the UN/ multilateral/bilateral institutions.  
            • Experience in implementing, monitoring, and evaluating development programmes and projects.
            • skilled in designing governance structures, defining roles, and drafting constitutions aligned with organizational values.
            • Ability to develop financial policies, procurement manuals, and internal controls to ensure transparency and accountability.
            • Experience in creating governance, financial, risk, and PSEA policies that align with international standards.
            • Skills in identifying, assessing, and managing financial, programmatic, ethical, and reputational risks.
            • Ability to develop and deliver training programs on governance, financial management, and PSEA.
            • Strong collaboration, consultation, and planning skills to align governance, financial, and risk policies with organizational goals.
            • he candidates shall provide relevant reports to evidence their experience related to the key activities of this consultancy. 

              Language:

              • Fluency in oral and written Englishis required. 
              • Working knowledge of other UN languages is an asset.
