Qualifications

1.     Background

Disease surveillance and outbreak management are key components to strengthen immunization systems. To address the emerging health challenges related to vaccine preventable diseases (VPD), accelerate data-to-action processes within member states and improve the use of data for intervention tailoring, a combination of expertise is required to cover the critical areas of VPD surveillance within the Vaccine Preventable Disease Unit (VPD) of the WHO AFRO Universal Health Coverage, Communicable and Non-Communicable diseases (UCN) cluster. 

In line with the recommendations of the International Health Regulations, 2005 (third edition), the Integrated Disease Surveillance and Response strategy (third edition), the Vaccine Prevention Disease Programme (VPD) is coordinating the WHO regional Office for Africa (WHO AFRO) efforts to strengthen DHIS2 implementation at both country and regional level. The WHO Universal health coverage, Communicable and Non-communicable diseases (UCN) cluster has set up a DHIS2 data warehouse that will house all relevant data from programmes within the UCN; and consequently, link the data from this warehouse to WHO AFRO data hubs in a bid to further strengthen the use of quality data for decision-making. To this regard member states will need to be supported in strengthening collecting, collating, and analysing data to monitor progress made and inform decision-making to strengthen the implementation of the VPD programme’s goals. Furthermore, member states will need to be supported in automating data transfer processes from national data instances to the UCN DHIS2 data warehouse.

The objective of this role is to support the VPD program by providing technical advice to key stakeholders, strengthening capacity of actors both at regional and national level on DHIS2 utilization, improve documentation of project related activities and support monitoring, evaluation and learning of the DHIS2 project.  

 

2.     Deliverables:

 

The incumbent is expected to deliver the following tasks:

·       Provide technical advisory to WHO AFRO VPD surveillance team and other stakeholders at all levels on the design, development, deployment, and implementation of digital routine district health information systems (DHIS2)

·       Draft and produce training materials for capacity-strengthening sessions focused on upskilling UCN-DHIS2 instance at the regional office including overall data management, and data curation and producing summary reports relevant to the programme.

·       Draft and produce training materials for capacity-strengthening sessions focused on upskilling national government officers on DHIS2, overall data management, and other information systems in coordination with the ISTs.

·       Participate in UCN-DHIS2 system documentation including documentation of data elements, data standardisation and data curation procedures.

·       Support in development of operational guidance to countries on DHIS2 implementation

·       Liaise with ICT and document system operation, documents related to cyber-security compliance.

·       Initiate or trigger points of follow-up with national staff/focal persons on data issues identified and implementation of recommendations.

·       Conduct routine analysis of performance indicators, provide relevant feedback, and follow-up adequately.

·       Facilitate the compilation of project charters, work plans, and implementation reports for internal and external use.

·       Perform other tasks as assigned.

 

Outputs

·       Key stakeholders have a shared understanding of the design, development, deployment and Implementation of the DHIS2 packages for surveillance of vaccine preventable diseases.

·       Training materials exist for capacity-strengthening of end users at national and regional level.

·       Updated documentation of data elements, data standardization and data curation procedures exist.

·       An Operational guide for the implementation of DHIS2 is produced and disseminated to countries.

·       A bidirectional trigger point for follow-up of identified data issues and recommendations exists.

·       Project charter, work plan and Implementation reports are produced.

·       Routine monitoring, evaluation and knowledge management reports are disseminated to relevant stakeholders.

Performing other related responsibilities as assigned.

 

3.     Qualifications, experience, skills and languages

   Éducation (Qualifications)

Essential:

·   MSc in Public Health/Epidemiology/Biostatistics

Experience

·       7 years of experience in disease surveillance programs in low and middle-income countries

·       Strong knowledge of DHIS2 packages

·       Solid experience in project monitoring evaluation and learning

·       Experience drafting operational guidelines

·       Previous experience in disease outbreaks, health programmes at any levels

4.     Languages and level required

·       Excellent knowledge of English Knowledge of French will be an asset.
