Objective:

The primary objective of this consultancy is to first provide a comprehensive overview of the landscape of funding and donors in Canada. Second, this consultancy should create a donor engagement strategy that aligns with IOM's goals, values and general plans for expansion into Canada. The strategy should include innovative approaches to donor communication, retention, and recognition. It should also clearly present IOM Ottawa with opportunities for engagement with the mapped donors based on IOM’s own strategic plans.

Scope of work:

Conduct a thorough donor landscape analysis of the Canadian market, including: An analysis of IOM’s existing donor engagement practices in Canada; Background on the Canadian market, including government, and non-governmental donors and funding streams; Analysis on the political changes in Canada and possible effects on organizations such as IOM; Analysis of wider public perception of organizations such as IOM in Canada. Present the analysis to relevant IOM stakeholders for feedback and to narrow down focus ahead of the engagement strategy in a workshop. Within the next two weeks, focusing on the selected donors or areas of funding, develop a draft comprehensive donor engagement strategy, including: Comprehensive stakeholder map, editable for the future – including government and non-government entities and individuals; List of thought leaders in Canada who are shaping public policy, particularly around migration, organized according to IOM's strategic plan and highlighting areas of overlap; Overarching messaging document and messages per key area of IOM work and in alignment with Canadian funding priorities; Communication plans for key identified donors and the Canadian public; Briefing document for Canadian stakeholders, introducing IOM; Retention strategies, specific to proven methods with the targeted donors; Engagement metrics and evaluation methods List of open-source sources (i.e., for domestic labour market data) that can be accessed and referred to in future by IOM staff. Present the strategy to relevant stakeholders at IOM, for feedback in a final workshop. Incorporating any feedback, finalize the final donor engagement strategy, complete with recommendations for implementation of the strategy i.e., tangible workplan for the Liaison Associate to take forward.
