Work LocationHome-based with possible missions to Europe Expected durationApril-July 2025 Duties and ResponsibilitiesThe United Nations Interregional Crime and Justice Research Institute (UNICRI) is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI' s goals are: • to advance understanding of crime-related problems; • to foster just and efficient criminal justice systems; • to support the respect of international instruments and other standards; • to facilitate international law enforcement cooperation and judicial assistance. One of the strategic priorities of UNICRI is to support the development of an integrated Chemical, Biological, Radiological, and Nuclear (CBRN) approach that incorporates all international, regional and national CBRN components into a common strategy. This entails the application of a holistic approach through which all stakeholders, while operating autonomously, can establish common goals, identify and manage resources to achieve these goals, clearly allocate responsibilities and tasks, elaborate functioning channels of communication, create a security culture based on common learning, and ensure that lessons learnt are incorporated and absorbed throughout the whole system. Within the framework of the European Union’s Chemical, Biological, Radiological and Nuclear (CBRN) Risk Mitigation Centres of Excellence Initiative, UNICRI received funding from the European Commission to develop a series of “From CBRN Crime Scene to Courtroom” guidebooks. “A Prosecutor’s Guide to Chemical and Biological Crimes” and “A Prosecutor’s Guide to Radiological and Nuclear Crimes”, were developed and published in 2022 and 2024 respectively. These guidebooks aim to strengthen the CBRN investigation, prosecution and adjudication capabilities of its partner countries. Additional funding was allocated by the European Commission to start the pilot project to integrate these guidebooks as part of the professional duties of end-users through a set of capacity-building and training courses in Moldova and Ukraine. The UNICRI’s CBRN Risk Mitigation and Security Governance Programme Team will supervise the overall implementation of the pilot project in close coordination with identified relevant international as well as regional subject matter experts. In close cooperation with selected pool of specialized subject-matter experts, the Consultant will focus on Chemical and Biological materials and contribute to the implementation of the pilot project in Moldova and Ukraine by developing, fine-tuning, and conducting a series of thematic training courses: • Table Top Exercise, • CBRN Criminalization Workshop, • Building a CBRN Case for Prosecution, • Mock Trial / Moot Court, • Train-The-Trainer course. The Train-The-Trainer course on CBRN prosecution will be developed with the ultimate objective of integrating selected thematic courses as part of the national training curriculum of the beneficiary partner country. Particularly, under the supervision of the UNICRI Programme Management Officer (Regional Coordinator), the consultant will perform the below-listed duties: • Participate in fine-tuning and adapting the training package to the needs of the beneficiary partner country, including drafting training agendas, exercise scenarios and injects, and other necessary materials. • Review, collect, and prepare respective training materials necessary for conducting them in practice and make changes as required and in line with the core objectives of the Pilot Project. • Draft content of the Train-The-Trainer course, including the lesson plan, methodology, presentations and other required content together with other experts and consultants. • Conduct the listed training courses following the scheduled timeframe. • Take part in the respective online preparatory meetings as required. Qualifications/special skillsAt least an advanced university degree (Master's degree or equivalent) in the field of law, criminology, forensic science, law enforcement, criminal justice, physics, biology, or chemistry is required. A first-level university degree (either Bachelor’s degree or associate level) in combination with two additional years of qualifying experience may be accepted in lieu of the Master’s degree. A specialized training diploma obtained from a recognized national police, customs, or other similar institution, including Police or Military Academies, can also be accepted in combination with two years of qualifying experience in lieu of the Master’s degree. At least ten (10) years of working experience in the CBRN investigation, prosecution or capacity building and training is required. Relevant experience at the national or international level, including assistance to countries to improve their CBRN Safety / Security is desirable.
