Purpose of consultancy:

The purpose of this consultancy is to ensure visibility for UNFPA’s Population and Development Branch’s work within the organization’s Technical Division, with particular focus on Common Operational Datasets and urbanization through strategic communications activities. .

In this function, the consultant will support PDB’s communications and knowledge management efforts, both within the organization and externally. The consultant will develop and produce innovative multi-channel content to increase the visibility of the Branch’s work. The consultant will maintain PDB’s X account and produce content for the internal MyUNFPA community, UNFPA’s external website, as well as supervise and accompany the production of PDB publications and multimedia content like videos or designs. S/He will be the Branch’s liaison with the Media and Communications Branch and support the development of autonomous content for the Branch.

The consultant will work alongside the PDB Communications and Knowledge Management Specialist until 1 August and subsequently continue to work autonomously.

Scope of work:
Liaison, external media & content

o Act as a liaison with the Media and Communications Branch (MCB) to ensure visibility for PDB and the Technical Division, and support and coordinate media requests
o Develop and execute stories of PDB impact in the field in written and audiovisual format for UNFPA-owned channels
o Develop creative angles for communicating on PDB issues and PDB’s work through all available channels
o Create social media content to be featured on UNFPA’s global social media channels about all of PDB’s work, in coordination with the Media and Communications Branch and post original content on PDB’s X account
o Ensure that the topical unfpa.org topical Population Matters pages are up-to-date
o Scan UNFPA’s Population Data Portal for potential data stories and story angles

Publications, design & elearning

o Contribute to the finalization of the Terms of Reference for the Data and Population Policy Thematic Fund
o Manage the design process by hiring and supervising designers for the production of PDB publications and promotional materials
o Participate in the improvement of the user interface design of the PDP
o Support work on PDB e-learning efforts by reviewing courses and providing inputs
o Draft and assemble a monthly PDB Mailchimp newsletters as well as support the Technical Division Directorate with periodic updates via Maichimp

Internal communications
o Maintain PDB’s MyUNFPA community and regularly draft news and updates for the community
o Produce PDB related content for Voices and other internal platforms

Events & and conferences
o Represent the Population and Development Branch as communications focal point in collaborations with UN sister agencies and other partners
o Support the planning and execution of PDB representation at conferences and events, ensuring that events relevant, of the highest quality, participatory and inclusive
o Manage and coordinate the production of video messages by the PDB branch chief

Duration and working schedule: 11 months, starting 15 February.

Deliverables

Consultant will be responsible for conducting day-to-day work for the Population and Development Branch. Deliverables will vary but will be mostly electronic. Deliverables include:

- Manage design of new Brochure and Presentation of Thematic Fund (March 2024)
- Comprehensive coverage of the United Nations Statistical Commission via MyUNFPA, UNFPA PDB X Account, Mailchimp (March 2024)
- Promotion, event production and coverage of Commission on Population and Development, High Level Political Forum, General Assembly and other high level events
- Promotion, event production for several PDB expert group meetings, both digital and in-person throughout 2024
- Promotion and advocacy for PDB’s COD-PS and Degree of Urbanization programmes through social media, web stories, campaigns etc.
- One impact story about PDB issues at the end of each month throughout the consultancy

Supervisory arrangements:
The consultant will work under the direct supervision of the Chief of PDB

Expected Travel:
No travel is expected

Required Expertise and Qualifications

Education:
University Degree in journalism, communication science, knowledge management or related field.

Knowledge and Experience:
• Expertise in knowledge management and communications.
• 5 years of increasingly responsible professional experience in leading and developing strategic approaches for all communications activities developing institutional communications plans (Seven years in case of bachelor degree)
• Proven experience in identifying and developing relationships with media partners, platforms and influencers that can contribute to the positioning of the branch
• Proven organizational skills in complex, multi-national work environments adhering to key performance indicators
• Excellent writing skills, and synthesizing research/policy reports for multiple audiences
• Prior international work experience in knowledge management or media and communications
• At least 5 years of documented work experience in media and communications related projects

Languages:
Fluency in English; knowledge of other official UN languages, preferably French and/or Spanish, is desirable.
