Organizational Setting

 

The Division of Budget and Finance manages the financial resources essential for full implementation of the IAEA's scientific and technical programmes. The Division provides financial services and solutions for programme budgeting, treasury, payments, payroll, financial accounting and reporting to support the IAEA's mandate.

The Programme and Budget Section provides support and guidance to programme managers throughout the Agency on the entire programme and budget process, from planning to implementation and reporting. The programme implementation monitoring and reporting is to determine the extent to which the planned tasks have been completed, the planned outputs have been delivered, and outcomes achieved.

 

Main Purpose

 

As part of the Year-end processes, a review of the financial reporting and general accounting processes related both to Regular and Extra-Budgetary resources has been launched with a view to streamlining the preparation of the financial statements, Annual Report and Programme Performance Report.

Under the general guidance of the Section Head, the consultant will review the financial reporting related to Year-End and provide recommendations on improvement as well as solutions to gaps that will be identified.

 

Functions / Key Results Expected

 

The consultancy services will consist of:
 

Reviewing the gaps in identification, analysis and recording of the Unliquidated Obligations, Medical costs, Shared Services revenue and Cash surplus. 

 Identifying gaps and shortcomings in the Programme Performance Report and Annual Report from financial perspective.

 

Qualifications and Experience

 

University degree in Finance, Accounting, Business Administration or a related field

Certificate/coursework/training in accounting, budgeting or finance related fields is desired.

Minimum of five years of relevant work experience. 

Good communication skills both written and oral.

Hands on experience with financial and reporting modules of Oracle (OGA, Payables, General Ledger and OBIEE)

 

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 380, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
