Information on KFOR/the Job position

The NATO-led KFOR is deployed in Kosovo to help maintain a safe and secure environment and freedom of movement for all citizens, irrespective of their ethnic origin. KFOR is part of the wider international effort to build peace and stability in the area. HQ KFOR is based in Film City, Pristina.

The DOS Branch, as part of the HQ KFOR structure, advises COS KFOR in administrative matters pertaining to the Command Group and the staff and provides an important element of continuity within the HQ structure.

The Command Archivist captures, manages, preserves and is the custodian of KFOR records and archives as per NATO directives. Records are collected and used for many purposes including delivering briefings, presentations, doing research or publications as well as for the broader role of preserving KFOR history. The Command Archivist reports to the Director of Staff (DOS).

 

Principal Duties

Manages and provides advice/guidance on records management across KFOR – all branches, as well as sub-units – as per NATO directives.

Implements procedures and guidance on archiving and records management received from JFCNP and NATO HQ Archives.

Evaluates records for preservation and retention including incoming and outgoing correspondence.

Catalogues collections and manages information and records.

Responsible for the management of the Document Handling System/ Enterprise Document Management System (DHS/EDMS) Records Centre site.

Supports the organization in managing DHS/EDMS workspace creation.

Prepares, manages and shares the DHS/EDMS Archive Library with JFCNP Command Archivist with full control for remote data transfers.

Manages data migration between classified (NATO Secret (NS) and Mission Information Room (MIR)) and unclassified networks.

Produces statistical information on the status of records management and archiving on routine basis, as well as produces Annual Historical Report.

Participates to training sessions at JFCNP.

Participates to Archives Committee at NATO HQ in order to provide updates on the status of the Archives at KFOR.

The incumbent may be required to to undertake operational deployments and/or TDY assignments both within and outside NATO’s boundaries and perform other related duties as assigned.

 

Essential Qualifications:

University degree in history or archival science, or

Higher secondary education and intermediate vocational training which might lead to a formal qualification with 2 years experience.

Minimum 5 years overall experience in administration and information management, to include a minimum of 3 years’ experience in archives management and/or electronic records management.

Previous experience in a military or international organization or company.

Experience of performing research and providing responses to enquiries for historical data.

Working knowledge of Microsoft Office programs plus working experience of collaborative software packages such as MS SharePoint.

A very good level of English language.

Desirable Qualifications:

Certificate in information and knowledge management and/or Certificate in electronic records management. These certificates have to be issued by relevant high-level professional institutions (e.g.: AIIM) or international organizations.

NATO Information Knowledge Management (IKM) Course – NATO School Oberammergau.

Problem Solving: Applies record-keeping requirements, evaluates records, answers queries, advises on methodology and appraisal techniques, and performs historical research. In addition, the Command Archivist organises training and attends relevant high-level meetings. The work covers many similar or dissimilar tasks which normally require personal, intellectual and technical skills. The work may have many aspects, but is closely linked within the same subject area. Problems broadly similar in nature with differing situations often raising new issues require solutions involving interpretative thinking, analysis and choice of a decision among several possible courses of action.

Managerial Responsibilities: The Command Archivist is the sole head of the Historical Office and works in full independence and autonomy in the framework of NATO records policies. In addition, the Command Archivist, as the KFOR Current records action officer (CRAO), monitors a network of about 30 Branch records action officers (BRAOS) in KFOR Headquarters. Plans most daily work details within given priorities and under some regular supervision. Work may include a degree of planning and coordination, following clear rules and regulations.

Professional Contacts: Regular professional contacts inside and/or outside immediate activity on functional matters. Solicits and gives information and provides advise/guidance. May negotiate at own level and should use initiative. These contacts, within designated levels of authority, could commit the organizational element to a course of action. Requires normal courtesy, understanding and tact in dealing with others.

Contribution to the Objectives: The work covers many similar and/or dissimilar tasks which require analysis and research skills within the same subject area. Although clear guidance and standard rules/regulations are available, ability to analyze and solve problems is needed to deal with specific issues. Performance of duties directly impacts the objectives, efficiency, image and the financial resources of the HQ.

Impact of Work Environment: The work environment has no direct negative effect on the work performed.

This position is a Mission Civilian (MCIV) level 5 position. The post holder will work in HQ KFOR at Film City, Pristina, Kosovo. The starting salary for MCIV-5 is 5,587.00 € per month (exempt from local taxation).

Addition amount of 12% of the basic pay paid by organization for personal pension obligations, plans, and/or schemes. 30 days annual leave per calendar year Up to 7 Special leave days Up to 11 days Official/National holidays. An installation allowance equal to one month’s salary (50% to be reimbursed if not completing two consecutive years of service). A removal allowance equal to one month’s salary, after having completed at least one year of consecutive service, unless removal expenses are reimbursed by any other source. Travel Expenses paid to take up duty / end of tour.

Before any appointment is confirmed, the preferred candidate will be required to obtain a NATO Security Clearance and to successfully pass a medical examination certifying fitness to work.

The successful candidate will be offered a 12-month contract which may be renewed yearly up to a maximum period of six years and subject to satisfactory performance and the continued operational need/funding for the position.
