Work LocationRemote Expected duration6 months Duties and ResponsibilitiesThe UN Environment Programme is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the UN Environment Programme's Industry and Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. The UNEP Brazil Office, located in Brasilia, works closely with the Brazilian Government and other stakeholders, and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA). The aim of this consultancy is to contribute to the UNEP work in the area of circularity in Brazil, in particular in the context of the development of a National Circular Economy Plan and implementation of the National Circular Economy Strategy, the UNEP engagement in the World Circular Economy Forum in May 2025 in Sao Paulo. Specific tasks and responsibilities : 1. National Circular Economy Forum: a. Assist UNEP Brazil Office representatives at the Circular Economy Forum meetings, b. Report on a regular basis on key developments to the UNEP Industry and Economy Division and Brazil Office, 2. Circular Economy National Plan: a. Analyze contributions which will be submitted by other institutions during the public consultation stage and provide technical advice b. Provide technical advice on how to incorporating UNEP knowledge and insight into the Plan 3. Sectoral Circular Economy Plans: a. Engage with UNEP sectoral experts to collect and consolidate inputs to improve the Sectoral Circular Economy Plans. The sectors are: steel industry, automotive, food and beverages, hygiene and cosmetics, construction and buildings, textiles, electronics; b. Provide technical advice on how to incorporating UNEP knowledge and insight into the Sectoral Circular Economy Plans. 4. World Circular Economy Forum 2025: Support the substantive and logistical organization of the GACERE-LAC Coalition on Circular Economy-ACEA Accelerator Day ‘Circular Economy Policies: Connecting Regions, Sharing Solutions’, including but not limited to preparation of agenda, speaking points, identification of speakers from Brazil government, and industry, follow up on invitations of speakers and participants. Qualifications/special skills- An advanced university degree in environmental economics, environmental or chemical engineering, business administration, finance, political science, social sciences, international development, environmental management, or a related field. - A minimum of five years of relevant work experience in the field of sustainability/ environmental management. - Proven work experience on circular economy, with a good understanding of life cycle approaches, including experience in working with industry and/or public-sector officials and providing them technical advice on circular economy and sustainable value chains is required. - Practical experience in project or programme management in an international development setting, including design, planning, execution and monitoring in project development. - Work experience with government entities in Brazil is desirable. - Excellent research skills to analyse and compile relevant information from desktop research and stakeholder interviews. - Excellent writing skills in drafting technical documents and reports, by summarising critical information from research and consultations, and tailor the language and styles towards policy makers and businesses; proven experience in authoring publications is desirable. - Practical experience with international donors and other public, non-state or private actors in developing countries, preferably in the LAC region, in the management of international technical cooperation projects is an asset. - Experience in the UN is an added advantage. LanguagesEnglish and French are the working languages of the United Nations. For the post advertised, Native Portuguese and fluency in oral and excellent drafting skills in English are required.
