This position is located in the Office of Under-Secretary-General in the Department for General Assembly and Conference Services (DGACM), New York. The incumbent reports to the Assistant Secretary-General (ASG). Responsibilities

Within delegated authority, the Chief, Global Innovation and Data Analytics Service, will be
responsible for the following duties:

• Formulates and implements the substantive work programme of the Global Innovation and
Data Analytics Service under their supervision. Institutes and manages the Service comprising
the ICT resource planning, innovative projects management and project oversight capabilities
of DGACM, and enabling the delivery of the integrated global conference services.
Ensures that programmed activities are carried out in a timely and cost effective fashion; coordinates work of the Service with the senior managers of the conference services within the department, and liaises with other departments and offices in the United Nations Secretariat and organizations of the United Nations System, as appropriate, to achieve optimal results.
• Leads and oversees the work programme of the Service responsible for development and
maintenance of the conference management technology tools used for planning and managing
various areas of work of the Department, as well as for monitoring and evaluation of key
performance indicators established by the General Assembly for the Department globally.
Takes the lead in drafting and coordinating development of policies and guidelines.
• Leads on data management and data analytics initiatives and provides advice to business
owners to ensure that the conference services data in the four duty stations is managed as a
strategic asset across all pillars in support of strategic priorities, in line with the principles set
out in the United Nations ICT strategy, Secretary-General's Data Strategy and DGACM's
internal Data Strategy.
• Takes the lead in exploration, identification, and acquisition of data sources to facilitate
decision making, to support the delegation of authority framework and to advance the goals of
the organization.
• Ensures close working relationships with key clients of the department and of the Service to
leverage the use of the enterprise ICT capabilities of the United Nations and data science to
support their programmatic areas with solutions that assist them in accomplishing clients'
mandates.
• Formulates and proposes the work programme with regard to the existing technological and
project management capabilities of DGACM in New York, Geneva, Vienna and Nairobi as a
programme manager; increases the adoption and application of capabilities to end-users;
Improves the Department's ability, knowledge, and practices to effectively and responsibly
transition and scale proven innovative solutions;
• Expand engagement and opportunities to work with other service providers and vendors;
• Ensures integration of various conference-management enterprise solutions (CEM)
developed by DGACM with each other and with the Secretariat enterprise platforms, Umoja
and Inspira. Engages on proposed integration solutions with DGACM offices in New York,
Geneva, Vienna, and Nairobi and counterparts in DMSPC, DOS, and Divisions of
Administration in Geneva, Vienna and Nairobi, coordinates development and formulation of a
statement of work for the projects assigned to the service .
• Formulates and prepares change requests and operationalizes a division of labor framework in
support of the integration efforts, coordinates implementation of change requests with the
business owners across the enterprise and conference management applications.
• Serves as Technical Manager to all DGACM business process improvement projects
(design, development, QA, deployment, training, user support, evaluation).
• Ensures compliance of strategic plans and their implementation with UN standards and
policies, including accessibility of IT tools, IT security, and scalability of services, including
cloud hosting solutions.
• Establishes and implements client relations management in relation to internal and external
entities receiving IT services from DGACM on a cost-recovery basis; plans capacity,
negotiates and monitors service level agreements, oversees service delivery, enhances and
optimizes client services and client support.
• Guides and facilitates transition from projects into sustainable programmes; and maintains
established governance and accountability frameworks, provides regular updates to the
DGACM Programme and Project Review Board (PPRB) and supports the Chair of the PPRB
in managing the Board.
• Monitors technological aspects of project implementation at all stages, including the
analysis of lessons learned and best practices through establishing a community of practices,
to mitigate and reduce risks and implementation challenges, initiates remediation actions.
• Co-ordinates and oversees the preparation of the related elements for the reports for
presentation to intergovernmental bodies such as the Advisory Committee on Administrative
and Budget Questions, Committee for Programme Coordination, Committee on Conferences,
the General Assembly and other policy-making organs, as appropriate.
• Oversees the programmatic/administrative tasks necessary for the functioning of the service,
including preparation of budgets, staff and contractual capacity planning and management,
performance reporting, evaluation of staff performance.
• Acts as a certifying officer within the authority delegated by the ASG.
• Recruits staff, taking due account of gender, geographical balance and organization
priorities.
• Manages, guides, develops and trains staff under his/her supervision.
• Fosters teamwork and communication among staff in the project team and across
organizational boundaries.
• Leads, manages and supervises the organization of meetings, brainstorming sessions, focus
groups, etc. on substantive issues. Competencies

Advanced university degree (Master's degree or equivalent) in business or public
administration, computer science, data science, analytics, statistics, information management,
information technology, or related fields. A first-level university degree in combination with
two additional years of qualifying experience may be accepted in lieu of the advanced
university degree. Job - Specific Qualification

Certification in project management methodology and standards, e.g. Prince2, PMP, MSP, lean management or other similar methodologies and industry standards, is desirable.

Certification in TOGAF or similar framework for enterprise architecture is desirable.

Certification in COBIT or similar framework for IT management and governance framework is desirable.

Certification in ITIL or similar framework for best practice processes in IT service management is desirable. Work Experience

A minimum of fifteen (15) years of progressively responsible and diverse professional
experience in public and business administration, data science, information technology
administration, applied analytics, business intelligence, information management, statistics,
project management, information technology application development, or related areas in a
large international organization, is required.

Hands-on experience in business process analysis leading to change management
programmes, enhancement of business architecture in a large organisation is required.

Experience in software development and deployment of new technologies is required.

Experience in data analysis or related area is required.

Experience in designing and implementing projects and programmes applying project
management methodologies and standards, e,g, Prince2, PMP, MSP, lean management or
other similar methodologies and industry standards, is required. Languages

English and French are the working languages of the United Nations Secretariat. For this
position, fluency in English is required. Knowledge of another official United Nations
language is an advantage. Assessment
